Study On The Problem Of Corporate Social Insurance Debt Payment In Songjiang District

With the intensified trend of aging population and the expanded coverage of social insurance, people’s dependence on social insurance system is also rising, especially in Shanghai which has higher degree of aging. The increasing pension burden makes the further payment pressure of social insurance fund. However, the occurrence of arrearage will directly lead to the payments imbalance of social insurance fund. The expanded gap will restrict the sustainable development of social insurance system and also damage the vital interests of the public. In such a situation, accelerating the study and management of the arrear of social insurance is very urgent for reducing the payment gap of social insurance fund and consummating the pension system.The paper will give some reasonable suggestions and countermeasures according to the deep analyses of the status quo and the causes of unpaidment of social insurance in Songjiang and advanced experiences domestically and internationally in the collection of social insurance.The paper falls into six chapters. The first chapter is the introduction, briefly introducing the purpose and significance of this research, and also generally introducing the domestic and foreign literature, and then putting forward the ideas and innovative points of this paper. The second chapter blends the social governance theory into the process to solve the problem of lack of corporate social insurance through expounding the main connotation of social governance theory and application. The third chapter firstly introduces the work of social insurance and the status of the collection work in Songjiang District. And then it analyses the status of social insurance owe in this area on the basis of it, emphatically elaborating the form and the negative impact of problem of enterprise owe. In the fourth chapter, it uses such methods as empirical analysis, game analysis, linear regression analysis and so on to demonstrate the causes of social insurance owe of the enterprises in Songjiang District, laying the foundation of this governance problem for the next step. The fifth chapter mainly elaborates the advanced experience of domestic and foreign social insurance premium collection work, and absorbing the good practices and enlightenment as well. In the last chapter, some suggestions and countermeasures are put forward in this thesis to the issue of social insurance owe of Songjiang corporates, on the basis of the research and analysis in the previous five chapters, combining the actual situation of Songjiang with them.
