Comprehensive budget management as the essential and basic management system, also the management and operation of the enterprise, is a basic method and means, it can connect the specific objectives of all levels, units, individual members in the enterprise and the overall objectives of the group, and so that all levels, units and members can operate revolving round the group’s overall objectives and operation.Based on the comprehensive budget management theory, this paper selects X company’s comprehensive budget management as the research object, diagnose the content system, practice system, process system of the X company’s comprehensive budget management one by one through the questionnaire survey method, and finally form a complete diagnostic report.
