It is noted in the Decision on the Central Committee of the CPC Central Committee on Deepening Reform of a Number of Major Issues(hereinafter referred to as the Decision) made on the Third Plenary Session of the Eighteenth Conference of the Party that “In the future, the form of mixed ownership economy with state-owned capital, collective capital, non public capital and other cross shareholding will be actively developed......". A new round of reform of the state-owned enterprises(SOEs) is launched and new theoretical level is set up for mixed ownership reform of SOEs. Facing the current complex economic situation and unprecedented mixed ownership reform(MOR) tide of SOEs, this article analyzes a reform case of mix economy enterprise, puts forward some reference and suggestions for a new round reform of SOEs combining current theoretical research and policy interpretation.The first chapter is introduction, mainly elaborates the background and significance of topic selection, research methods and research ideas. The second chapter defines the domestic reform of SOEs and state-owned enterprise reform practice through the literature research, the related theory and concept description. The focus of second chapter lies in the way for realization of MOR and research and progress of MOR in China and worldwide with the conclusion that MOR is ought to be further implemented. The third chapter introduces the reform background and practice of BY company, and further analyzes the company’s MOR Agreement and implementation procedures. The fourth chapter makes contrast between before and after reform of BY, finds out problems on cooperate governance, operation efficiency, returns of assets, administrative mechanism, and chaos in management before the company’s reform, and proves the effectiveness of MOR. The fifth chapter based on Chapter Four summarizes and introduces some leftover problems for MOR. The sixth chapter on the basis of updated policy and theoretical direction offers the conclusion and recommendation of this paper, proposes theoretical discussion for the deepening reform of SOEs. The seventh chapter states innovation point and deficiency of the research for this paper.
