The Decision of the CPC Central Committee on Deepening the Reform of Some Major Issues>(referred as “The Decision”) assented and consented by the Party’s Third Plenary Session of the 18 th CPC Central Committee, has stated clearly for the first time about the new reform concept of “actively develop the economy of the mixed economy”. During this congress, the Central Committee of the Communist Party of China and the State Council has put the focus of deepening the reforms in an all-round way for the SOEs on the concept of promoting mixed ownership economy among the SOEs.It is a critical milestone along the reform of the economic system under the leadership of Xi Jinping as the General Secretary. It is as well a significant step in the field of deepening the reform in the new period.In recent 10 years, the performance of ZFDF Company has been under the slow development for many years, which has been maintained at a lower level. One of the key reasons is as of the inadequate incentives. Incentive issues have been a common problem that the SOEs have been facing.Currently the Party’s Central Committee has started the reform from top to bottom, which offers an opportunity for the SOEs to solve the incentive issues. If the issues of inadequate incentives among the SOEs could be resolved effectively, the SOEs under the commercial competition would be inspired the infinitive motives.The thesis systematically expounds and analyzes the factors resulted in the slow development of ZFDF Company for all these years, adopting the Potter Lawler Theory of Motivation to study on the issues of ZFDF Company. In the thesis, the first chapter states the subject selected background and the meanings of the research; the second chapter introduces the development history and classifications of the SOEs; the third chapter raises the statement for the relative theoretical basis; the fourth chapter analyzes the issues of ZFDF Company through the Potter Lawler Model of Motivation;the fifth chapter implements the research on countermeasures based on the Potter Lawler Theory; the sixth chapter concludes and gets to the perspectives for the futurity.
