The elderly body gradually deteriorates with increasing age.The incidence of the elderly also gradually rise.The risk of elderly disability due to disease, accident and so on also gradually increased.Long-term care needs of older persons is growing.Therefore, to establish long-term care insurance system as soon as possible is important to meet the demand of the elderly.China Urban and Rural elderly population distribution, the elderly population disability rate,income levels, health conditions, social security and other conditions for development is not balanced.Therefore urban and rural elderly long-term care needs are quite different.This paper use literature research, qualitative and quantitative research and comparative research.First, this paper introduce the long-term care insurance concepts, theoretical basis and the demand in the Urban and Rural areas.Secondly, analyze and compare the successful experience and the problems of the long-term care insurance system in the United States, Germany and Japan.Then we can learn something useful to the development of long-term care insurance.Again, this paper use bottom-up approach and estimated the demand of future long-term care insurance in urban and rural areas. Then infer the long-term care insurance supply capacity of the urban and rural by measuring the size of government and private funding capacity.Finally,this paper argues that China should develop commercial LTCI in urban and social LTCI in rural areas according to the difference between supply and demand of urban and rural areas.And this paper discuss the regulatory approaches, long-term care service category and so on.
