Study On Evaluation Of Urban Land Use Efficiency In Henan Province

Urban land is the space carrier of urban economics, society and environment. The land-use efficiency to some extent affects the quality of urban development. In the rapid development of China’s urbanization, extensive land use can be found in many cities in exchange for rapid economic growth, leading to the phenomenon such as irrational structure of land use, waste of land. Due to the scarcity of land resources, intensive use of urban land has become the key to Urbanization in China. The 13 th Five Year Plan also proposes guidance and requirements such as "enhance intensive land use", "carry out the construction of economical and intensive utilization of land survey and evaluation". As an important indicator of the level of urban land intensive use, the evaluation and promotion of urban land use can help optimize the allocation of urban land and has important theoretical and practical significance to sustainable urban development and urbanization efficiency.In this paper, we choose the 17 prefecture-level citys in Henan Province as the research object and regard the urban land use as a two-way system of inputs and outputs. Based on data envelopment analysis applied to evaluate multiple input-output characteristics of the relative efficiency, we choose this method to evaluate the urban land-use efficiency. Firstly, CCR-BCC of static analysis and dynamic analysis based on Malmquist Index are modeled, evaluation system comprising input and output indicators are built. We estimate the urban land use efficiency of the prefectural-level cities in Henan during 2009-2013. Secondly we analyze regional differences and dynamics analysis, conclude that the prefectural-level cities in the west area of Henan have higher efficiency, while the outer cities have relatively low efficiency, and use efficiencies of different cities show different trends. Finally, based on the analysis of the conclusion, we propose recommendations such as upgrading the industrial structure, promoting regional joint development and exploring potential of existing urban land, to enhance the effective level of the land use efficiency in Henan Province.
