The land is the material base of production and life, and it is the foundation of the development of the city.Land resources are limited, and it’s more scarce and precious in the demand for land in our country.By the end of 2015, China’s urbanization rate has reached 56.1%, the present situation that cultivated land occupying, a large number of population attracting gathered,land using mode extensive and such problems caused with the development of the city,that leading to more prominent contradiction between supply and demand, urban spatial distribution chaos, traffic congestion and environmental damage,has already affected the sustainable development of the city. Assessing the current level of urban land intensive use in China,exploring the factors that affect its intensive use,that as to improve the land use efficiency, achieve the goal of saving and intensive use of land, and finally realize the protection of cultivated land and the sustainable and healthy development of the city.In this paper, I took a large number of theoretical studies firstly.On the basis of summarizing the achievements of the research on Urban Land Intensive Utilization in China and abroad, expounded the concept and theories of urban land intensive utilization,compared and analyzed the method of evaluation of urban land intensive use,and then put forward the evaluation process of urban land intensive utilization in the view of efficiency by using DEA.And established evaluation index system of input and output index from three aspects of economic efficiency, social efficiency and ecological efficiency, based on analyzing DEA model.At last,using model evaluate land intensive use efficiency of Zhengzhou after analyzing its current land use situation,and give the corresponding suggestions.The main conclusions of this paper are as follows:(1) Urban land is a system of natural resources, economy and society,City land intensive use is a dynamic process of constraints of the city economic development, social progress and common natural environment.By increasing the capital investment, improving the management and administration mode, optimizing land use structure,and rational distribution to improve land use efficiency, and to achieve the maximization of resources, social and economic benefits.The evaluation of urban land intensive use efficiency can not only measure the effect of land use, but can reflect the input intensity of unit area.(2) DEA using in the evaluation of urban land intensive use efficiency is objective and comparable.Its main parameters include DMU,input index and output index.Its result of the relative efficiency provides a real reflection of the evaluation of the land intensive use,and not only measures the efficiency of intensive use but provides the specific numerical value of index optimization.(3) This paper establishes an evaluation process of urban land intensive use efficiency,establishes an index system including land, capital, labor, technology and other factors of input and output from three dimensions of economic, social life and ecological environmental efficiency,then proposes a model for evaluation.and analysis the results,enrich land intensive use evaluation system.(4) The overall level of land intensive use efficiency of Zhengzhou in 2015 is high,the main reason for the inefficiency lies in the expansion of urban scale,and industrial distribution is not coordinated with the level of economic and social development.In order to improve the land use efficiency,the city needs to control the scale of urban expansion,configure elements structure of social construction funds, labor force and input in a rational level.
