The Study Of The Evaluation Of Urban Land Use Efficiency In Shaanxi Province

Researching the Urban Land use efficiency has an important realistic meaning in improving the Urban Land use efficiency and saving land resources in china. The paper from the urban land use efficiency, based on present theories and research results, takes Xi'an city and Shaanxi province as an example to study the subject. Before the corresponding policy suggestions are put forward. The paper will first analyze the overall situation of land use in Shaanxi province secondary cities (including a national agricultural demonstration region) in recent years and select section data of land use in Shaanxi Province(2007-2008) and Xi'an City(1995-2008),then evaluate the relative efficiency of Urban Land use efficiency in Shaanxi province as well as the absolute efficiency of that in Xi'an City and analyze the input-output index respectively, last, analyze the reasons of different land use efficiency among different cities and the same city in different years and put forward some policy recommendations.The major results are:(1) After analyzing the land use in both Shaanxi secondary cities as well as Xi'an city, and evaluating the case study by DEA, the conclusion which has drawn is that the land use efficiency of Shaanxi province is higher in general, in particular, the land use in Xi'an city presents a clear upward trend, what's more the waste and unreasonable phenomenon on utilization of land recourses is little compared.(2) There are some factors which impact the Urban land use efficiency apparently, such as geography,national policy and industrial structure. Meanwhile, the land use efficiency has a direct relationship with the level of urban economic development and urbanization rate.(3) Shaanxi province-level cities (including a national agricultural demonstration region) with the lower land-use efficiency exhibit decreasing returns to scale because of input so much or lands without fully-using which is because of the lack of input. So, in order to get a further enhancement of the land use efficiency of cities in Shaanxi Province, it is a must to analyze the specific situation for each city, and then have a targeted adjustment to make full use of urban land,at the same time,which can provide the basis for both improvement of the land use and the government macro-control in Shaanxi province.
