Our country has entered into the decisive stage of finishing building a moderately prosperous society in all respects. As a special region which combines border, minority nationality, mountains and poverty, Pu’er must improve the service level of the road so as to get rid of the poverty and realize the target of building a moderately prosperous society synchronously. As the function department of the provincial and national arterial highway management and maintenance in Pu’er,Pu’er Highway Administration Section started to establish personnel performance assessment system and put it into usage since 2011, with the purpose of creating a high-quality and high-efficient staff team. However, the roads which it is in charge of and maintains have lots of points, too long lines and wide areas. The task of maintain the roads is complex, special and seasonal. What’s more there are various staff and posts with different qualities, so it is quite difficult to carry out the actually quantized assessment. Moreover, due to the lake of the corresponding modern human resources management technique and means, there are shortages in both mechanism and technology of establishing personnel performance assessment system.This paper takes personnel performance assessment issue of Pu’er Highway Administration Section as the research object, starts from studying the theory related to the performance assessment, and carries out deep analysis and research on the current status of the personnel performance assessment through the on-the-spot investigation and questionnaire based on clarifying the connotation, principles and methods of the performance assessment. Besides, it comprehensively sorts out the existing problems, and deeply analyzes the causes of the problem. On that basis, it puts forward the countermeasures and suggestions about improving the personnel performance assessment of Pu’er Highway Administration Section from the following five aspects: principle and thought of the performance assessment, formulation and implementation of the performance assessment plan, implementation of the performance assessment, establishment of the performance feedback system, and the application of the performance assessment result. It is aimed at providing some experience reference for the relate highway maintenance units based on improving the personnel performance assessment purpose and effectiveness of Pu’er Highway Administration Section.
