The resource-exhaust-ed cities of our country is located in remote mountainous areas commonly, resources industry is shrinked, substituted industry has not yet formed, with the ecological envir-onment suffered serious destruction, single industrial structure, infrastructure constru-ction lag, the characteristics of weak economic foundation. The investment promotio-n and capital introduction can bring in capital, advanced technology and management experience quickly, can promote the adjustment of industrial structure, and promote e-mployment,can improve the quality of labor force, the level of regional science and technology and management, is the good medicine of resource-exhausted cities transf-ormation. However, due to the factors of their own poor investment, how to improve the investment effect is need to solve in this paper.Based on the theory of regional economy, government intervention and service oriented government, after the analysis of the characteristics of the resource-exhausted city, the produce positive the investment promotion and capital introduction has had, conclude to that the investment promotion and capital introduction is necessary. Then take resource-exhausted city Dongchuan as an example, analyze Dongchuan merchant-ts’ investment situation, the government’s main methods, achievements, find the probl-ems and the reasons. Inspired by the practice the Houston, Kyushu, Birmingham,Xu-zhou, Hangshi and Daqing, put forward advice of investment promotion and capital introduction in Dongchuan,hope to provide a reference for other resource-exhausted cities.Study found that investment promotion and capital introduction has made greater achievements in Dongchuan, but the quality of investment project is poor,the contract project lacks of advance, government role positioning is not clear, supporting facilities construction lags behind, evaluation orientation has deviation.
