The industrial transformation of resource-exhausted cities is a common issue facing different countries in the world.The transformation of resource-exhausted cites in China requires taking the trend and current situation of economic development at home and abroad into consideration,transferring capital and labor to develop other industries by rationally extending the industrial chain,developing high-tech industry and adjusting the industrial structure,so as to optimize the industrial structure and promote the city development.On October 29,2015,the Proposal for Formulating the 13th.Five-Year Plan for National Economic and Social Development was adopted on the Fifth Plenary Session of the 18th Communist Party of China(CPC)Central Committee.Five development concepts were explicitly put forward in the proposal,including green,innovation-driven,open,balanced and shared development.The formation of this development concept is of great significance to the transformation of resource-exhausted cities in China.The focal point the transformation of resource-exhausted cities lies in the industrial transformation.Whether a city can successfully transform itself has a direct correlation with the process and results of its industrial transformation.The successful transformation and development of resource-exhausted cities,on the one hand,determine the rise and fall of cities and the path of their future development.On the other hand,they are directly related to the lifeline of the entire national economy and determine the competitiveness of the country and its regions.The development of resource-exhausted cities is constrained by environment and resources and other factors.Therefore,it is necessary to change the mode of economic growth and bid farewell to the development pattern characteristic of high energy consumption and high pollution.In view of this,this paper takes resource-exhausted cities as the starting point,profoundly analyzes their industrial transformation issues,mainly analyzes their deficiencies in the transformation and development,and finds measures which accord with national conditions and regional conditions and are conducive to promote the industrial restructuring.Only in this way,can the impact of resource depletion on such cities be reduced.Based on this,this paper thoroughly analyzes the transformation of such cities and puts forward feasible suggestions accordingly.It is hoped that the research results of this paper can help coordinate regional economic development and promote regional industrial transformation.This paper takes Luzhou City,a resources-exhausted city as an example.The public management theory is used as a framework in the paper.The related theoretical knowledge including new public management,neoinstitutional economics,sociology,and regional economics are comprehensively employed,and literature review and text analysis method,and comparative analysis are adopted.Through the empirical analysis of the problems existing in the industrial transformation and development of Luzhou and the cases of foreign industrial transformation,this paper makes an in-depth exploration of industry development path dependence and market failure and other deep-level problems for resource-exhausted cities to conclude the necessity and core role of the government to promote the industrial transformation of resource-exhausted cities.Based on this,this paper formulates an implementation framework for the government to promote the industrial transformation of Luzhou,and puts forward the goal principles and policy orientation for the government to promote the industrial transformation in the hope of contributing a little to the industrial transformation and development of Luzhou,and providing diversified research perspectives and relevant experience for the industrial transformation of resource-exhausted cities in China.
