| The resource type city mainly refers to the area takes natural resources exploitation, processing as the leading industry such as mineral resources. The resource-based city can be divided into four categories, the resource regeneration type, maturity type, growth type and exhausted type. Different types of resource type cities face with the different resources condition. Therefore, to the different types, we use the corresponding policies and measures, combining with specific condition. This is meaningful in the science, sustainable development, effective use of resources and environmental-friendly society.In this thesis, we took the theory of government functions, the resource type city life cycle theory as the theoretical basis. By analyzing the definition of resource exhausted city and government behavior, to study the necessity of government behavior and current situation, and analyzed problem in government management, as well as the causes.Wuhai city, Inner Mongolia has be richly endowed by nature of the geographical advantage and resources endowment. Supported by Wuhai municipal government and Party committee, Wuhai City, relying on the traditional resources, make full use of resources, and gradually formed coking, the alkali chemical industry as the focus of development, to build coal coking, alkali chemical industry, fine chemical industry and some scale and level of the domestic the forefront of the cluster of heavy chemical industry. But in the process of development, resource advantage waning and the market economy,many uncertain factors, the resource advantage of Wuhai city is weakening. The implementation of the transformation and development of recession of resources city need rely on the power of the government science. Based on the related work experience, study on the role of Wuhai City behavior in the recession of resources based city in transformation and development, will be useful to the other energy exhausted cities. |
