| Agricultural disaster risk guarantee system is great significance to promote agricultural development, increase grain production, increase farmers’ income and improve the competitiveness of agricultural products. To establish the perfect agricultural disaster risk guarantee system, we must first consider the regional agricultural environment. Considering the vast territory of China, agricultural production is affected by multiple factors, such as climate, geology, geomorphology, etc. Different types of agricultural products are cultivated in different regions and the risks they face are quite different, so agricultural disaster risk guarantee system construction in different regions cannot be generalized. In this case, this paper analyzes behaviors and existing problems of the three main parts of the government, market and farmers in every link of pre-disaster prevention, disaster prevention and mitigation, as well as post disaster assistance by selecting Cangzhou City, Hebei Province as the research carrier of agricultural disaster risk guarantee system and well-known local economic crop of winter jujube as the real object of study. On this basis, it puts forward reasonable suggestions for the construction and improvement of the complete and effective regional agricultural disaster risk guarantee system, and provides reference for other regions.In this paper, based on the Institutional Change Theory as theoretical basis. From Chinese history, agricultural disaster risk protection is a dynamic process of evolution. Economic growth, technological advances, changes in policy, changes in government relations with producers would finally cause the system to recover from equilibrium to disequilibrium to equilibrium. In urgent, Cangzhou City need a set of scientific, complete, multi-level security system of agricultural disaster risk. Purpose is to deal with disaster risk in agriculture pre-disaster, disaster, the various stages of the disaster may be encountered. To ensure agricultural economy have long-term, stable and sustainable development in the field. Function of agricultural disaster risk guaranteesystem should have relief, service, predictability; system security tool should have diversity, social, economic, technical; body system should cover the government, market and farmers.In this paper, find the problem- analysis of the problem- solve the problem as research ideas based on the domestic and foreign research achievements in the agricultural disaster risk guarantee field. Takes the field research method, drawing on the successful experience of American model and Japanese model. It focuses on agricultural policy, financial subsidies and agricultural insurance of the two countries that are worth learning from.In this paper, makes a series of thoughts on the construction and improvement of agricultural disaster risk guarantee system in Cangzhou City. It points out that Cangzhou City should focus on the construction of a relief system, the improvement and promotion of agricultural insurance, the establishment of a primary disaster risk guarantee system and the gradual introduction of diverse risk guarantee tools. Government needs to clarify their responsibilities in the system, strengthen top-level design, guide the improvement of agriculturaldisaster prevention and mitigation system construction, vigorously support the development of the agricultural insurance, pay attention to agricultural catastrophe risk fund and disaster information platform construction, strengthen and guide the development of rural cooperative organizations and improve its functions. Agricultural insurance market should try "coinsurance" model for development, steadily increasing characteristic insurance and perfect reinsurance mechanism to meet the market demand. It needs to pay attention to improving the subjective initiative of farmers to participate in agricultural disaster risk guarantee, cultivating the awareness of farmer’s agricultural disaster risk management. |
