Here are the main existing definition methods of affordable housing object housing consumption and income ratio method, housing price and income ratio method, rental income ratio method and residual income ratio method. However, the accuracy of people’s income statistics is unsure.Besides, safeguard people cannot simply by household income and housing area, can be determined, but affected by many factors.all kinds of access to affordable housing policy of Tianjin is mostly rules on the household income, residential area, etc., through policy threshold to determine housing appropriate crowd size is not reasonable.In this paper, in view of the above problems, with the method of large sample questionnaire, five area in Tianjin first visiting survey, go deep among the masses to collect data, ensure the data is true and effectiveness.Secondly, by comparing various types of affordable housing policy in Tianjin, selection of public rental housing access standard, by applying the methods of the policy to identify security group, and combined with the survey data of Tianjin housing appropriate crowd size has carried on the theoretical calculation, policy recognize the theoretical value is 20.2%,Finally, through to conform to the policy of affordable housing, precipitation of appropriate crowd for affordable housing appropriate crowd characteristics analysis.it takes residents’psychological factors, structure of family members, and family economic factors into consideration to set up a multi-level correction model. And at the same time, it is the comprehensive correction of affordable housing population size which is suitable for the various access policies. The studies have shown that the correction coefficient of residents’psychological factors is 0.89223, structure of family members 0.82795 and family economic factors 0.89989. The three factors have much effect on the affordable housing population size, and the correct result is13.4%.From the calculation results, the residents’psychological for choosing the will of the housing is higher, for residents’family structure and family economic spending, most households suit to affordable housing.The final correction results and the 12th five-year plan of Tianjin guarantee 15% population scale slightly difference, Tianjin housing security efforts still need to further strengthen, the main should be as comprehensive coverage affordable housing demand of residents groups.Therefore, how to intensify social housing security and guarantee scale becomes the key issue in the next affordable housing development in Tianjin, the article finally put forward some Suggestions:to speed up the process of legal system, improve the housing appeal; When determining housing suitable scale comprehensive considering all the factors; Ease restrictions on household registration; Perfecting the affordable housing access and exit mechanism, etc. so as to provide reference for the future construction of affordable housing in Tianjin.
