Era of knowledge economy,the competition between countries is becoming increasingly fierce.The competition between countries after all is the level of technological innovation competition,scientific and technological innovation capacity has become determinants of regional competitive advantage.Under the background of the increasingly fierce international competition,different countries or regions have introduced policies or the development strategies of science and technology.Scientific and technological innovation to promote the sustainable development of regional economy and the adjustment of industrial structure is becoming more and more prominent.It is generally believed that patents are important indicators to evaluate the innovation ability of science and technology in different regions.Because the patent covers 90% to 95% of the scientific and technological information,and it can throughout the entire innovation process.Patent indicators from different angles can be used to measure the scale?efficiency of regional technological innovation or the technological development level of specific institutions and industries in the region.Thus,the patent information can be transformed into scientific and technological innovation evaluation information and decision-making information,which will be an important strategic intelligence resource for industry,region and country.Firstly,the paper summarizes the domestic and foreign research achievements about the regional innovation ability and the patent index.Based on the theory of value chain and competitive intelligence also around the process of science and technology,this paper constructs the value chain model of regional science and technology innovation from the perspective of patent information.Secondly,Combined with the theoretical model and the relevant literature to design patent measurement indicators.Through the issuance of expert questionnaire and feasibility analysis of data to optimize the patent selection.From this,the evaluation index of patent for regional science and technology innovation is developed.It includes 16 specific indicators of three dimensions,which are patent creation ability,patent application ability and patent support environment.Finally,the statistical of every index during 12 th Five-Year period is collected.Factor analysis and entropy method were used to evaluate the ability of science and technology innovation in 29 provinces and cities.In order to make the evaluation more targeted,this paper analyzes the development of science and technology in jiangsu province by analyzing the patent data of five years.The method of SWOT analysis is used to put forward some countermeasures for the development of science and technology in jiangsu province.The results show that advantages of the evaluation of regional scientific and technological innovation capability with patent information is obvious.Jiangsu province has made remarkable achievements in the reform of science and technology,and the strength has been in the leading position in the whole country,which is manifested in the patent consciousness,the higher institutional invention patent value and a more complete patent organization.However,in order to maintain the status of science and technology,it is still necessary to optimize the patent structure,expand the scope of patent application,strengthen the balance between government,university research cooperation and regional development.Through the methods of reforming the investment system,improving the ability of independent innovation,promoting the cooperation between government and industry,exploring the internal advantages of the industry and optimizing the environment for scientific and technological innovation can maintain and expand the competitive advantage of regional science and technology.
