Research On Quality Credit Regulation Under The Use Of Government Information Value - Added

The Third Plenary Session of the 18 th Central Committee of the Communist Party of China raise that establishment and improvement the social credit system including praise honesty and punish dishonesty. Meanwhile as a significant component of the social credit system during its development in China, quality credit is taken seriously by the level of state. The State Council had already been published the “Social credit system construction plan(2014-2020)” which point explicit that enhancing the credit administration of manufacture and business entity in all categories, establishment the sharing mechanism of the quality credit and information about productions between regions and departments. As the supervising subject of quality credit, departments of government master plenty of information about entrepreneurial quality credit could have been extended in enormous of social value. However, the intuitional feature of quality credit in data is unapparent, which needs to develop and exploit so that can achieve the transformation from original data to available value. In September, 2015, The State Council issued “Action plan for promoting the development of large data”, it raised that regard data exploitation as an important means to promoting the level of modernization in the national governance system and ability, by opening the government affairs; integration the source of data and promoting the scientifically and foreseeability of governmental supervision, thus promoting the accuracy and efficacy of social governance. Concerning about exertion the significant role of data in governmental supervision, the author considering that the key way is to appreciation and application the governmental information. Therefore, this paper would be taken the supervision of quality credit in Kunming Municipality for example, which from the appreciation and application governmental information point of view to demonstration research. With the current “Supervision and administration information system of quality and technology in grass-roots levels” by Kunming municipal bureau of quality and technical supervision to data support, this paper would be used the minimum dataset mindset which structure an effective pathway of appreciation and application information from quality credit by quality supervision departments, hope to providing a number of references and thoughts for supervision that useful for the service of appreciation and application governmental information.This paper would be used in seven parts to discussion. In the beginning that would be introduced the background and signification of research in the paper, and synthesized domestic and overseas reference which raise the thought and method of thesis research. The second part, explanation the related conceptions and theoretical foundations further. The third part, the main thesis is to discuss the relationship between appreciation and application the governmental information and supervision of quality credit, thus would be explanation further for the research subjects in this paper. The fourth part, using a brief commentary about the current situation which including appreciation and application the governmental information and supervision of quality credit in Kunming Municipality. The fifth part, detailed analysis the supervision of quality credit in Kunming municipality though appreciation and application the governmental information which existence problem and caused reason. The sixth part, structuring a pathway for appreciation and application the information of quality credit, also expounding the theory and applications. In the last part of this paper, the author would discuss that enhancing supervision of enterprise’s quality credit and actions of legislative protection, establishing appraisal system of enterprise’s quality credit, continuing to promote the informationization of governmental departments, breaking the barrier of monopoly information between different departments, establishing and improving a system of keeping the public informed for enterprise’s quality credit in five major optimization pathway.
