A Study On Precision Poverty Alleviation In Rural Areas

Our country has adopted a series of pro-poor policy and poverty reduction has achieved remarkable results since 1978.From 1978 to the present, the development of China’s rural poverty substantially through the five stages. The first is the stage of reform to promote poverty alleviation;the second is the stage of large-scale development-oriented poverty reduction;the third is the stage of poverty alleviation segment;in 2001,China had entered a whole village poverty alleviation stage;and it began to take precise anti-poverty strategies in 2011.In 2013,our country first mentioned accurate poverty alleviation,and then proposed a series of precise pro-poor policies,and across the country have also undertaken to respond to national policy and carry out precise poverty reduction.However,in the research and literature reading it found that there are some problems in precision poverty practice,such as the shortage of poor staff,poor staff aim difficult,high information management costs,low participation of farmers,poverty does not quit poor cap,poor recognition technology is lack of innovation and other issues led to the waste of poverty resources and low efficiency of poor targeting,poverty alleviation effect is not obvious.In this paper,it systematically analyzes the precision rural poverty reduction practices of our country with the case and attempt to identify causes of problems and issues of poverty present in our current generation of precision,and then summarizes and puts forward some relevant policy recommendations to improve the accuracy poor efficiency.This paper focuses on the study of three aspects of poverty alleviation accurate,which are accurate identification,accurate helping and precision management.It describes the background and significance of accurate poverty alleviation,on the basis of the reviewing the basic theory of poverty at home and abroad,it analyzes the current situation and characteristics of poverty,then comprehensively analyzes the historical evolution and development of poverty alleviation,it also summarizes the relevant concepts and contents of precision poverty.Then it combines cases to comprehensively analyzes the problems and the reasons in the practice of accurate identification,accurate helping and precise management.Finally,it puts forward some related suggestions to improve the precision poverty.First,it makes innovative accurate identification methods to improve the efficiency and reduce the costs of accurate identification,such as government procurement of services.Second,it makes innovative precision helping measures to improve the efficiency of poverty alleviation and reduce the chance of returning to poverty,such as the full use of information technology platform and big data.Third,it improves poor precision management mechanism to achieve the optimal allocation of poverty resources,which is by improving the restraint and incentive mechanism, strengthening the protection mechanism and improving the assessment mechanism to encourage and guide the poor to take off the hat.
