Research On Innovation Of Rural Precision Poverty Alleviation Mechanism In Shandong Province

Poverty is a worldwide problem affecting the development of human society.Eliminating poverty is the common responsibility of all countries in the world.China is currently in an important period of "13th Five-Year Plan".In the process of building a well-off society in an all-round way,poverty alleviation has always been an important content and difficult point for the work of the Chinese government.Since the 18 th National Congress,General Secretary Xi Jinping has proposed the strategic thinking of “precise poverty alleviation” from the interests of the people and happiness.The party’s report on the 19 th National Congress has further clearly stated that it is necessary to resolutely win the fight against poverty and ensure the rural poor by 2020.Realize poverty alleviation and ensure that poverty-stricken counties achieve capping and cap removal.Accurate poverty alleviation is a new idea for poverty alleviation in China,and plays an important role in reducing poverty and improving poverty alleviation.Therefore,to solve the poverty problem in China,we must strictly implement the precise poverty alleviation work.At present,China’s poverty problem exists in both rural areas and cities and towns,especially in rural areas.Therefore,this paper mainly studies the rural poverty alleviation mechanism in Shandong Province.First of all,the author studies and summarizes the poverty alleviation literature at home and abroad,analyzes the shortcomings of the research results,determines the research content,research methods and innovation points.Secondly,it summarizes the concept connotation of poverty,precise poverty alleviation and precise poverty alleviation mechanism,and introduces in detail Multi-governance theory,goal-oriented poverty reduction theory,and synergy theory lay the theoretical foundation for the next step of the study.Then,based on the current situation of rural poverty in Shandong Province and the current situation of poverty alleviation mechanism,the paper analyzes the rural poverty alleviation work in Shandong Province and points out Shandong.The problems existing in the rural poverty alleviation mechanism in the province;next,according to the domestic scholars’ summary of poverty indicators,21 indicators of economic level,cultural education,physical and mental health and political rights were identified,and the multi-dimensional precision poverty alleviation identification in rural areas of Shandong Province was constructed.Institutional innovation system,select representative representative of Shandong Province,a key poverty-stricken county,Yinan County to conduct a questionnaire survey,obtain sample data,use logistic statistical methods to empirically analyze,test and predict the effect of rural accurate identification mechanism in Shandong Province;Thirdly,from the perspective of government-led market participation and market-driven government regulation,this paper studies the precise poverty alleviation mechanism in rural areas of Shandong Province,and uses the game theory model to distribute the interests of the government,the market and the poor households in the process of poverty reduction.Analyzed.Finally,aiming at the problems in the rural poverty alleviation mechanism in Shandong Province,it puts forward some targeted suggestions to provide some theoretical guidance and practical reference for the precise poverty alleviation work in rural areas of Shandong Province.
