With the development of economy, the degree of economic globalization and integration, the level of human resource management in the enterprise is constantly improving. With the development of social economy, the competition between enterprises has gradually evolved into the competition between human resources, and how to attract, motivate and retain talent, is a challenge for human resource management in enterprises. Enterprises gradually realize the importance of human resources management, the human resources as an important factor in the competitiveness of enterprises. In the six major modules of human resource management, performance appraisal is an important means to motivate employees to work actively, and it also makes the enterprises attach great importance to it. Enterprise managers have recognized that performance assessment management can improve the performance of the individual and enterprise management level, to create the core competitiveness of strategic objectives, improve the performance management system is necessary.With the reform of the state for the telecommunications industry to increase the intensity of the communication industry, the market environment, breaking the original monopoly of several major operators. With the state of the communications industry is gradually liberalized, the industry’s access threshold is gradually reduced, the competition in the communications industry will be very fierce. Therefore, how to enhance the core competitiveness of the telecommunications companies in the industry, and to improve the vitality of the state-owned enterprises in the market, is the problem that the enterprise must think about. And the establishment of scientific and reasonable performance appraisal system, enhance the enterprise’s sense of crisis, as well as the development of the work of the staff, the company has become the top priority of the current work of H Telecom company.On the basis of performance management theory and incentive theory, this paper analyzes the performance management of the telecom staff in H city. Firstly, the paper introduces the background, significance, content and framework of the research, and gives a brief summary on the connotation and function of the performance management, the performance assessment of H, especially on the performance management, and the current situation of domestic and foreign advanced telecom enterprises, and the status quo of H Telecom Company. In view of the current situation and problems of the performance evaluation mechanism, the analysis and research are carried out, and the problems in the performance evaluation and performance evaluation are analyzed, and some countermeasures are put forward. In the conclusion sums up the research achievements of the entire, and makes prospect for the future, put forward the need to further study and explore issues.
