A Study On Fairness And Efficiency Of China 's Lottery

The lottery is monopolized by the government. Lottery revenues as a new income to government, and this revenue is fairly fast growth. The main purpose of our government to sale lotteries is to raise funds for social welfare. The government through managing the lotteries funds to control the lotteries effectivity and make it play an important role in social welfare. With the amount of lottery sale raising, the public on the use of lottery increasing concern, the use of lottery problem is gradually being found out, these problems should be studied and solved. So this paper takes an in-depth research on Chinese lotteries’ using, respectively, from the fairness and efficiency of the analysis focuses on two aspects of the use of lottery.This paper uses the lotteries funds data and related statistic data of national economy to research the effects of the fairness and efficiency of China’s lottery. As the vast territory of our country, there is a big gap between the economic status and living standard of each province. Therefore, this paper compares the different provinces. On the one hand, study on the fairness of the lotteries’ using, through Theil index, the provinces in accordance with the east, the middle and the western division to compare; on the other hand, in the study of the efficiency of the use of lotteries’ funds, due to the lottery distribution policy adjustment in 2006,so this paper divides it from 1999 to 2006, 2007-2014 in two phases using panel data varying coefficient regression model to analyze. Finally, we analyze the relationship between the fairness and efficiency of the use of lottery welfare funds.The main conclusions of this paper including: on the fairness of lottery welfare funds use, it is unfair for the distribution of the lottery in China. In the western region, the degree of unfairness is obvious than that of the central region, in the central area of the region unfair is obvious than that of the eastern region. On the efficiency of lottery welfare funds use, the expenditure of local lottery welfare funds in our country has a substitution effect on local style broadcasting and welfare expenditure. That means there is no additional increase in local style broadcast spending and welfare spending. The part of the funds which should be used in social welfare is diverted, it weakens the social welfare of citizens, so the distribution of such a lottery welfare funds is inefficient. In this paper, we study found that between fairness and efficiency in China’s lottery mutual premise and condition, mutual promotion and interaction development in the same direction, and restricting each other.In conclusion,the use of China’s lottery welfare funds are unfair and inefficient. Using this distribution unreasonable phenomenon, that will affect the healthy development of China’s lottery industry, and have an impact on social welfare. With the development of society and economy, the future of how to improve the fairness and efficiency of the use of lottery welfare funds, and to improve the effect of social welfare, that problem is needed to solve.
