Implementing the innovation driven strategy to build up an innovative country has become an important measure to accelerate the transformation of economic development mode in China at this stage. As the main body of technological innovation, in the process of technological innovation, enterprises which not only can make full use of its internal innovation factors (R&D, R&D capital, etc.) for innovative production, but also can seek the R&D support from government, as well as EUR (Enterprise-University-Research) synergy innovation with external universities, research institutions to achieve technological innovation. With the increasingly scarce resources and the increasingly fierce market competition, it is an important strategy for enterprises to actively seek and utilize external resources to enhance their technological innovation capability.This research is based on the general process of enterprise technological innovation, and focused on the effect of the enterprises to seek external government R&D support and participate in the EUR synergy innovation on its technology innovation performance. Firstly, the research divides the external approach of enterprise technological innovation into the government support and EUR synergy, among them, the government support is an indirect way in the external way of enterprise technological innovation, which mainly includes R&D subsidy and tax incentive, while the EUR synergy is a direct way. On the basis of building the theoretical framework of this research, the research examines the impact of government support on technological innovation performance through the theoretical mechanism and specific ways, and analyses the effect of government support on enterprise technology innovation; And based on the knowledge of the synergetics, the research studies the theory basis of participating of enterprise into EUR synergy and its effect on enterprise’s technological innovation performance. On this basis, we discuss whether the interaction between government support and EUR synergy is conducive to the improvement of enterprise’s technological innovation performance. Secondly, based on the panel data of 30 provinces of China Mainland during 2004-2013, using Spatial Econometrics Model, the Spatial Error Model (SEM) and Spatial Autocorrelation Model (SAR), the research finds that the government R&D subsidies, tax incentives, and EUR synergy in China show a rising trend, and that the government R&D subsidy has a significant effect on the enterprise technological innovation performance, and tax incentives have an inhibitory effect on the promotion of technological innovation performance of enterprises due to the lagging effect, and the effect of EUR synergy is not significant. This reflects that our country’s EUR synergy is not ideal currently. Thirdly, the interaction between government R&D subsidies and EUR synergy, and the interaction between tax incentives and EUR synergy have significant positive effects on the technological innovation of enterprises. Finally, the robustness test results based on the Spatial Distance Weigh are consistent with the above results, which imply these results are robust.Therefore, expanding the government R&D subsidies and tax incentives will be conducive to the improvement of enterprise technology innovation performance continually. In consideration of the lagging characteristics of tax incentives, the government support measures need to be used by collocation. Enterprises, universities and research institutions also need to further strengthen their synergy through the establishment of synergy innovation platform, the community of interests and other ways to further strengthen sharing and utilization about the knowledge, technology, information and so on, to promote the overall improvement of technological innovation performance. The conclusions of this research provide useful references for the policy formulation for technological innovation policy of government, and the synergy interaction between enterprises, universities and research institutions.
