Technological innovation ability of China keeps rising, the scale o f innovationincreases significantly, the structure of innovation continues optimized, but the levelof innovation with the developed countries is still a large gap. Especially, aconsiderable part of the scientific and technological lay “asleep” in “strongbox”,anddon’t be translated into practical productive forces. So technological innovation doesnot realize the coordinated development with economic growth, and has imbalanceeffects of regional technological innovation on economic growth. The report at18thParty Congress delivers the spirit of “to speed up the formation of a new economicdevelopment mode”,“focus on enhancing the new dynamics of innovation-drivendevelopment”,“economic development rely more on scientific and technologicalprogress”. This requires strengthening innovation investment and improving R&Defficiency, but more fundamental requirement is enhancing the driving role ofinnovation on the macroeconomic sustainability.Taking this into consideration, we regard sustainable development of China’seconomy as the basic standpoint, enhancing the driving force of innovation as theguide, regional technological innovation as the main line. Base on spatial economictheory and econometrics, this paper do in-depth research on distribution patterns,evolution, formation mechanism, factors of regional technology innovationperformance. We try to answer the following questions: how reasonably define andmeasure provincial technology innovation performance in China? What are spatialdistribution characteristics of regional technological innovation performance? Whichare the internal mechanism and influence factors causing this sp atial distributionpattern? As the important influence factors, what is the respective role oftransformation of science and technology, and spatial spillover effects?To reasonable measure the regional technological innovation performance, firstly,we distinguish the ability and performance of regional technology innovation. Theregional technological innovation ability is defined as the process that potentialtechnological innovation combines with technological innovation resources andenvironment to make innovation production. The regional technology innovationperformance is the process that regional technological innovatio n ability combineswith market resources and mechanism to form actual economic value. Secondly, the evaluation index system of regional technological innovation ability and th e actualeconomic value are proposed. Regional technical innovation ability includestechnological innovation potential and technological innovation output, with actualeconomic value including macroeconomic output and innovation output value. Finally,we find non-efficiency phenomenon of regional technical innovation after calculatingregional innovation performance in China by two methods of SFA andscaling-independent regression mode.To make clearing spatial distribution pattern of regional technology innovationperformance, firstly, based on the theory of regional spatial economic analysis, weuse the Gini coefficient to measure the spatial structure of regional technologicalinnovation performance, use Moran and Geary index to analysis the spatial correlationof regional technology innovation performance. The conclusion is that spa tialdistribution of regional technology innovation performance is uneven, spatialconcentration is higher, and most regions show stable spatial association mode.Secondly, according to gradient theory, regional technological innovationperformance is divided into five grades of high performance, sub-high performance,medium performance, low performance and poor performance. We find obviousregional technological innovation performance gradients with the shape of “less two,among many”. Finally, in order to realize regional coordinated development,according to economic convergence theory, this paper constructs a theoretical convergence model of regional technology innovation performance, and finds thepresence of regional innovation performance β convergence. This suggests that aftercontrolling part exogenous variables, regional differences in technological innovationperformance may be shrinking, though there is non-equilibrium.To find the formation mechanism and influencing factors of regionaltechnological innovation performance spatial patterns, first of all, we analyze the fourself-organization evolution process of regional technical innovation performancewhich includes initial stage, energy requirements phase, energy restructuring phaseand new phase. We also analyze the three driving forces to promote spatial structureevolution of regional technical innovation performance which include interaction, selfaccumulation and external power. The random fluctuations process of t hem results inaggregation or discrete phenomenon of regional technical innovation performance.Then, this paper summarizes three influencing factors such as macro, micro andassociated factors. Market degree, financial environment, intellectual propertyprotection system and human capital belong to macro factors. Micro factors include enterprise management system, R&D investment and organization structure. Internalcoordination and spatial spillover are associated factors that influence regionaltechnological innovation performance.We select science-technology transformation and spatial spillover as the mainrepresentative of macro and associated factors, estimate their effects on regionaltechnical innovation performance。Firstly, we clearly define and measure the rate ofscientific and technological transformation, and analyze the positive and negativeeffects. The total impacts of scientific and technological transformation on regionaltechnological innovation performance are estimated by influencing fact ors empiricalmodel. The regional difference is analyzed from three angles of geographic, economicand autocorrelation region. Relatively low average rate of scientific and technologicaltransformation is found. There are also negative effects when positive effects ofscientific and technological transformation on economic output exist. We also find theimpact of technology transformation on long-term sustainable economic developmentis more significant during area of eastern, higher regional technical innovationperformance, high-high autocorrelation and high-low autocorrelation. Then, weanalyze aggregation and discrete simple mechanism of regional technical innovationperformance spillover. We also establish mathematical models of regional technicalinnovation performance in area of A and B affecting each other. The empiricalresearch of spatial spillover effect on regional technical innovation performance isdone by spatial econometric model. The results show that the area A may also be“weaken” in advanced resources and location advantages by the area B when itbenefits from it. Spatial distribution of regional technical innovation performance issignificant spatial correlation, no matter in area of geographical proximity, economicsimilar or performance close, and the spatial spillover effect in economic similar areais biggest.
