Research On Sino - Thai Infrastructure Construction Cooperation Under "One Way" Strategy

"One Belt and One Road" which refers to the "Silk Road Economic Belt" and "21st Century Maritime Silk Road" is development strategy which was put forward by President Xi Jinping in 2013. It is a strategy with which China tries to build pattern of all-round opening up, in the meantime, it is also a kind of exploration of peaceful rise, pursuing international cooperation and participating in global governance. Under such background, I choose to study on infrastructure cooperation between China and Thailand. Therefore, this paper focuses on four aspects, it firstly analyzes the important role that Thailand play in the "One Belt and One Road" initiatives, and there is great necessity in infrastructure cooperation between China and Thailand under such circumstance. Secondly, it clears out the history of Sino-Thailand infrastructure cooperation and summarizes the experience and lessons in the process. The analysis mainly focuses on the Kunming-Bangkok highway construction. It also points out the problems in the process of high-way and waterway construction and electricity power cooperation between Thailand and China. Thirdly, it is necessary for both countries to cooperate on infrastructure, especially high-speed railway under such circumstance and the paper analyzes some threats and challenges that high-speed railway project will face in the future. Finally, the paper comes to close; it gets three summaries and puts forward three feasible suggestions concerning high-speed railway cooperation between our countries. Although there was great achievement on infrastructure cooperation and mainly focused on Kunming-Bangkok highway construction in the past, and there is great necessity in infrastructure cooperation under the new situation, opportunities always coexist with challenges. There are some problems concerning high-speed railway cooperation between our countries such as problems of players, effectiveness, financing and so on. If the two-side governments are unable to cope with them properly, they may be the influencing factor which will cause termination to the project. Meanwhile, there are many serious challenges. For example, the problem of central and local government game as well as government and enterprise game; the problems that Thai political instability will bring; the potential threat that terrorism from part of the world; and the likely interference of the outside powers like the United States, India and Japan.In order to solve these problems and cope with such challenges, I offered my suggestions. Firstly, China and Thailand should establish negotiation mechanism to strengthen communication and exchange among leadership from both sides as well as among the people from both countries so that we can build up political mutual trust. In the second place, take advantage of the bridge effect of overseas Chinese and overseas students to eliminate misunderstanding that Thai people have for China as well as promote Chinese national image in Thailand and ensure the significance of railway cooperation in Thai people’s mind. Thirdly, with the help of influential people who are in favor of the initiatives, China can have Silk Road culture spread in Thailand. In addition, China should develop teachers personnel training focusing on studying both the history and practical ideal of Silk Road and then send them to promote the initiatives in public places such as schools.
