As Chinese urbanization moved forward, land has been the basic factor in developing all the resources and environment elements sustainably. It also has significant impact on running national economy. China has a large population while the amount of land is a limit. Rapid industrial development and urbanization has proposed high demand of using land intensively. The General Planning of Land Utilization is a kind of institution belongs to land use control institution based on Chinese land system which protect land in a legal way from unreasonable use. How it works has relations with land sustainable use and also with national economy healthily developing. Urban general land use planning is an important part between provincial general use planning and county general use planning in the general land use planning system. Based on the land system, China has executed two General Planning of Land Utilization, and the third General Planning of Land Utilization over the country is under revising.Compared with developed countries, China’s large population, limited land resources, rapid industrialization and urbanization are all on the intensive management of land put forward higher requirements. Land use planning is the people’s governments at all levels, in accordance with the requirements of national socio-economic sustainable development and local natural, economic and social conditions, according to the organization of all the land within the development area, utilization, regulation, protection made in space and time comprehensive deployment and the overall arrangement. Land use as a basis for control system unique to Chinese land system, provides a legal guarantee for the rational use of land. It is related to the future quality of the implementation of sustainable use of land and the economy can rely on the normal and orderly development of land resources.But in the rapid economic development, industrialization and urbanization, rapid advance of background, facing a new round of planning and implementation of the supply shortage of land for construction, supply and demand has been showing; the guiding role of obvious regulatory space predictability weakened; the existing plan to determine development of space layout, it is difficult to adapt to the current development situation and other issues. In order to meet the new situation of economic and social development planning and implementation process to resolve land conflicts arise and prominent problem, plan amendments, adjust the layout and space planning and land use zoning control, and append the scale of construction land flow indicators and conditional construction area, to provide more effective protection for the land’s future economic and social development. Land use planning is the main basis and action guide land administration departments to carry out the work, and the implementation of land use planning assessment is an effective means to effect the overall planning and implementation of land use inspection and evaluation, carried out on the last round of the overall implementation of the plan evaluation, analysis of the implementation of its planned targets, the effect achieved, identify problems and root cause of its existence, which made for a new round of overall planning, implementation, management and other aspects of the recommendations is very necessary.In this paper, the theory of sustainable development, human coordination theory, land location theory, theory of public participation, urban and rural theory, combined with land-use characteristics of Jingzhou District Jingzhou land use and focus on the overall planning and implementation, analyzing land use planning characteristics and on the basis of the status quo on the run, put forward the idea of scientific evaluation planning, in order to guide the establishment of evaluation index system, to determine the index weight system using analytic hierarchy process. AHP and other mathematical methods to determine the index weight, quantitative evaluation results were evaluated by multi-index comprehensive evaluation of the plan implementation. And Jingzhou District Planning for the evaluation of the object, the empirical analysis, planning and implementation scenarios regularly tracking, monitoring, analysis results influence planning for economic and social development, environmental changes produced and acquired, assess the reasonableness of the existing plan and current situation, comments and suggestions for the problem and the need to modify the planning or revision of proposed assessment findings and the corresponding solutions.The study concluded that, first, this article is based on the regional urbanization process in the economic growth rate gradually accelerated Jingzhou District of background, experience summary scholars at home and abroad, from land use, land-use planning implementation evaluation and coordination of man-land relationship theory, conservation and intensive use theory, the theoretical analysis of sustainable development theory to the dynamic management theory, and further enrich the implementation of the evaluation methodology and the theory of land-use planning; second, for the county land use planning implementation evaluation were designed, from Jingzhou District Planning late indicators and evaluation indicators point performance were analyzed, selected five index layer,22 planning indicators, including the 16 mandatory indicators, six alternative indicators; using the Delphi method to calculate the index weight for data standardization treatment, and then quantitative indicators, the final comprehensive evaluation based on multi-factor comprehensive evaluation method; articles selected economic indicators fully reflect the social and ecological Jingzhou District and other factors, not only to meet the higher planning implementation evaluation requirements, but also to better reflect the Jingzhou district resource endowment condition; and third, the article to be evaluated concrete Jingzhou District, collected the 2010-2013 Statistical Yearbook data, land use change survey and other large data material in Jingzhou district specific evaluation object, empirical analysis from the county perspective. Comprehensive evaluation conducted by the appropriate method, the final evaluation results Jingzhou 79.56 points, degree of implementation as "general." By planning major regulatory indicators of the degree of realization, layout and zoning land use, conservation and intensive land use, key projects and major construction projects and other data analysis, planning and implementation during the execution of the general effect, wherein the degree of economical and intensive land use and economic development and planning of the degree of matching points value is low, there is still a lot of room in this promotion and development.Overall, the evaluation results obtained by the article of county land use planning more objective evaluation method reflects the Jingzhou District land use planning implementation, the index system can be established by a more comprehensive evaluation of the implementation of Jingzhou district level planning effect, Hubei county-level land use planning to establish a scientific and reasonable evaluation method, but also on land made some scientific basis and optimization suggestions use planning preparation and implementation.
