A Study On The Role Of Local Government In The Development Of Service Industry

The service industry is to provide non-physical product industry, except for agriculture, industry and the third industry. From the "industry leading" to "service industry leading" is the inexorable law of economic development of different countries and regions in the world. In recent years, with the rapid development of China’s economy, transformation and upgrading of the industrial structure, service industry has gradually become a leading industry in our country, by the central and local governments attach great importance,but Yangzhou City service industry develop relative slow.To the research of Yangzhou government in the role of the development of the service industry can not only enrich the service industry development theory, but also the transformation of government functions, and the healthy development of the economy has important practical significance.The article writes from the perspective of public management, with economics and public management theory, combing the documents related to service industry at home and abroad, has been clear about the connotation of service industry and modern service industry.The article uses service industry development in Yangzhou City as the starting point, in the full investigation, analysis, and the research, using literature research method, comparative analysis method, the theory and practice combined analysis method, analzing the role played by the Yangzhou City on the service industry development and the present situation of the local government in the development of the service industry.The article consists of five parts:the first chapter is the introduction part, mainly about the research background, theoretical significance and practical significance, literature review, research contents and research methods; the second chapter is the related concept of the definition and theoretical basis, mainly defines two concepts:the service industry and modern service industry, expounds the relationship between government and market theory and diamond theory as the representative of the industrial development and the role of government in theory; the third chapter introduces the development of Yangzhou service industry development status, goal and space layout, by analogy analysis method to analyze the existing problems, and puts forward the opportunities and challenges; the fourth chapter is the efforts and the achievement that the Yangzhou municipal government has made in the development of service industry, the article points out the problem that exist in the government including their own positioning is not clear, the service industry planning practicality is not too high, the operability of the part of the service industry policy is not strong, management power decaying level by level and so on; the fifth chapter states the proposed suggestions of government in the development of the service industry should play a role of from the four aspects:government functions, planning, policy, personnel, one is the transformation of government functions, to respect the principal position of enterprise; the second is adhere to the planning guide, and strengthen the role of planning; the third is to formulate policy, improve the service policy system; the fourth is to accelerate the service industry personnel training and the introduction.
