As the change of economic structure, commercial service is booming in China. Speed up commercial service plays an important role in economic structure adjustment, industry competitiveness enhancement, and people’s lives improvement, promote the development of commercial service appears particularly urgent. The government should perform their functions on how to promote the development of business services, which has become a pressing need to solve at the moment.We are from the perspective of government function, taking Suzhou as an example, compare with home and abroad, from historical investigation to empirical research, in-depth analysis of the government in promoting the trade advantages and disadvantages in the development of service industry, on the basis of exploring the government in the role of the trade service industry developing and function.Specifically, I will analysis under the first two angles. Through the paper expounds the concept of business services, this paper expounds the necessity of developing commercial services, further discusses the trade service industry is the accelerator of economic development.Through our research to many countries and cities, in the concrete practice of business services, I reached an enlightenment, and starting from the present situation of Suzhou commercial and trade service industry development, and find out the existing problems, and further analyzes the development of trade in services in Suzhou strengths, weaknesses, opportunities and challenges, so as to put forward the main problems existing in the development of the business services. In view of the questions, analysis and thinking, and puts forward the functions of the government innovation system mechanism, scientific planning, improve the industrial policy, to create a development environment, cultivating talents as the main task, such as agglomeration give full play to the government in a positive role in the development of modern service industry.
