The Function Of Local Government In The Development Of Tourism Industry

Tourism as a "no smoke industry" in recent years, has made considerable development, and has gradually become a pillar industry in national economic development. Since the reform and opening up, China’s tourism industry has been the government led, the government has played a key role in the rise and development of the tourism industry. But with the continuous expansion of the scale of the tourism industry, tourism market continues to mature transformation, tourism business behavior and consumer behavior has become increasingly rational, tourism industry in the development is becoming more and more complicated and changeable, original management model is no longer applicable in today’s tourism industry development. Therefore, for local government, in promoting the development of tourism industry, the need to actively change the existing situation, the transformation of functions in the development of the tourism industry, from the macro regulation, market regulation, micro regulation and public services and other aspects to play a role.Based on this, this paper mainly takes the local government as the research object, through the literature analysis, theoretical analysis, empirical analysis of the role of local government in the development of tourism industry to make full research. In the specific study of Shaoxing city as the research case, the Shaoxing municipal government in the development of local tourism industry to play a role in the current situation, deeply analyse the existing problems and bring forward finally the effective way of local government in the development of tourism industry. Specific research contents are as follows:The first part is the introduction part. This paper mainly puts forward the background, purpose and significance of this study. At the same time, through the research of relevant literature data collection and collation, this paper puts forward the point of this paper, and the research methods and the specific research ideas are described;The second part: theoretical part. Mainly to the tourism industry, the government function of these two key concepts are defined, and pointed out that the local government in the tourism industry development should play the role of macro regulation and control, micro regulation, market norms and public services, the theoretical basis of this study;The third part is the analysis of the problem. Taking Shaoxing city as the research case, this paper puts forward the problems and reasons of Shaoxing government in the development of tourism industry in Shaoxing City, through the description of the status quo of the government in the development of tourism industry;The fourth part: part of the countermeasures. Mainly based on the analysis of the existing problems and problems in the development of tourism industry in Shaoxing, combined with the current situation of Shaoxing’s tourism industry and the construction of service oriented government in China, the construction of the government function system, the reform of government administrative system, and the function of the system are put forward to solve the problem.
