With China’s industrialization and urbanization, the contradiction between economic construction and land use is becoming increasingly intense. In order to increase the efficiency of rural land use, improve farmers’ living conditions and build a new countryside, vigorous projects of farmers’ centralized residence are being constructed in many rural areas of our country. Centralized living can save the land resources, develop large-scale operation of agricultural land and improve farmers’ living quality. However, centralized living also leads to some problems such as inconveniences in farming and higher cost of living. Centralized living involves many aspects, most important of which are demolition and resettlement. This essay, based on the case investigation of farmers’ centralized living at Binjiang Town in Taixing, studies the current situation of centralized living, related policies and their implement; then explains the positive effects by the theories of urbanization, social security and optimal allocation of land resources. Besides, this essay analyzes the potential problems, explores how to improve policies under the guidance of scientific theories and attempt to provide references for the harmonious promotion of centralized living.The main contents of this essay include the following parts.First, this essay will clarifies the concept, agent, and forms of centralized living; analyze the theoretical basis by theories of urbanization, social security and optimal allocation of land resources. Second, it will review the living conditions in Binjiang Town(filthy environment, lack of domestic installation, dispersed houses, and waste of land resources due to empty-shell phenomenon) in order to state the necessity of concentrating farmers’ residence; show the evolution and progress of centralized living of farmers in Binjiang as well as implementation of centralized living policy. Third, it will discuss the positive effects of centralized living, including intensive utilization of land resources, large-scale agricultural operations and high living standards. Fourth, there will be an analysis of existing problems, which include farmers’ income affected by low land compensation standards, lack of security for farmers’ later development, and changes of traditional folklore. The reasons behind these problems are mainly administration consciousness of government- basis, government’s fund pressure, lagging development of some industries, and farmers’ low professional quality. Fifth, this essay proposes that the government should put itself on the right position, perfect the compensation mechanism, accelerate the development of relative industries, respect farmers’ will,and cultivate new home culture.
