Research On The Implementation Of Farmers' Centralized Residence Policy In Northern Jiangsu Province

With the development of economy and the process of urbanization,the contradiction between economic development and farmland protection becomes more and more prominent,and the imbalance between urban and rural development gradually emerges.The township economy in north Jiangsu is weak,and the housing level of farmers is generally not high.In order to solve the above problems,governments at all levels in the northern Jiangsu region have formulated relevant policies in recent years,actively exploring and implementing the centralized living of farmers,so that the scattered living of farmers to the appropriate concentration of towns and villages.Change the original extensive mode of production and living in rural areas,using the concept of new urbanization and new industrialization construction in rural areas,using the concept of sustainable development of ecological priority and promote coordinated development of urban and rural areas,so as to improve farmers' housing conditions and farmers' living environment,alleviate the contradiction between land for economic development and protection of arable land,accelerate the new industrialization,informationization,urbanization and agricultural modernization depth fusion,the benign interaction.Based on a vast amount of literature search reference to related research at home and abroad to study,on the basis of selecting the L city D county of Jiangsu province "S town-a typical flood hazard is bigger,backward productivity level,poor living environment of the countryside as an example,field investigation was conducted on the statistics of farmers' intention to move,demonstration of relocation plan,formulation of resettlement subsidy policy and implementation of centralized residence policy in S town,county D,analysis of the farmers move will produce in the policy execution,lack of scientific vision planning,security problems such as lack of follow-up development,to analyze the causes of the problem,at the same time,it also puts forward relevant policy Suggestions,such as improving the organizational structure,coordinating scientific planning,respecting farmers' wishes,improving compensation mechanism,expanding financing channels and accelerating industrial development.This paper is beneficial to the in-depth study of the implementation of the policy,which can promote the scientific perfection of the formulation of the policy,and also provide experience reference for the implementation of the policy in other areas.
