Problems And Countermeasures Of Rural Centralized Residence Reform

In recent years,China’s economy and society have achieved rapid development.The contradiction between economic construction and land use has become more and more prominent.The waste of rural land resources is more serious.In order to improve the utilization efficiency of rural land,improve the appearance of villages,and create a good living environment,a lot of useful attempts and explorations have been made all over the country to change the traditional rural living mode,and rural areas are concentrated in residential areas,China’s rural areas have been developed.The guanlu community of shuanggou town was selected for field investigation to understand the living conditions of farmers in shuanggou area before and after concentrated residence.The main dynamic mechanism of concentrated residential construction,the effect after concentrated residence and the impact on farmers’ lives are summarized and analyzed.This paper analyzes the current situation and related problems of rural centralized residence in guanlu community of shuanggou town,and discusses how to further improve rural centralized residence under the guidance of scientific theories with the help of relevant theories.The main contents of this paper includes: First,analyze the motivation of the centralized living in the guanlu community and use the theory of multi-center governance,new public services,and optimal allocation of land resources to elaborate the theory.Second,explain the current situation of centralized living in guanlu community,and elaborate on the three processes of centralized residential reform,including pre-construction planning and preparation,demolition and resettlement,land transfer,public services,and community governance.Third,reform the concentrated effect is analyzed,including the problems and achievements in the process,concludes that the official residence of the guanlu community promotes the intensive use of rural land resources,improves the living environment of farmers,promotes the scale of agricultural industries,and raises farmers,and points out that there are policy driven and utilitarian orientation,insufficient compensation,the problem such as the cost of living increase.In the end,puts forward the author’s opinions and suggestions on the improvement of rural centralized living,in order to provide reasonable policy suggestions for guanlu community and the integration of residential areas and the centralized living mode of farmers.
