For our country outward foreign direct investment, the year of 2014 has great significance. The memory size of OFDI reached $882.64 billion by the end of 2014, which is the first time that China’s OFDI stock size among the world’s top 10. Contrast the foreign direct investment in the same year, China’s actual use of foreign capital was $128.5 billion. OFDI only $5.38 billion less than FDI, which is the two-way investment close to balance for the first time in the history of our country. At the same time, the OFDI flow set a new record of $123.12 billion. Our country ranked the world’s three largest foreign investor countries for three consecutive years and OFDI growth for 12 years. At present, China’s electronic information industry has a little proportion in the whole OFDI, but it is a key industry of our country’s technology sourcing OFDI. Lenovo, Huawei, ZTE, Haier, TCL, and other enterprises are going abroad, to seek advanced technology in the developed countries actively. OFDI reverse technology spillover has become an important way to improve technical level of these enterprises. What’s more, the electronic information industry has the technology features of high technical intensity and fast technical update. And most of these industries in foreign countries gathered in the high-tech industrial park, which have mature and advanced technology and service facilities. Electronic information industry also has high industrial connection, which have greatly influence on national economy. Therefore, the characteristics of electronic information industry are suitable for achieving reverse technology spillover by outward foreign direct investment. What’s more, enterprises’ OFDI will have positive impact on the overall development of the national economy and national technical level promotion. This article will take our country’s electronic information industry as the research object, and analyzes the current situation of the development of OFDI and OFDI reverse technology spillover effect concretely.This paper analyzes the mechanism of our country’s OFDI reverse technology spillover effect firstly. Then takes electronic information industry as an example, introduce the development status of China’s OFDI firstly. Then analyze the foreign direct investment of our country’s electronic information industry. And on this basis, this paper uses panel data of listed company in China top 100 electronic information enterprises during 2007 to 2014. We empirical tested the effect of OFDI reverse technology spillover in China’s electronic information industry, which based on the method of quantile regression. Then, we selected 5 indicators, including the foreign direct investment, R&D investment, enterprise scale, and the two interaction terms of foreign direct investment with R&D investment and enterprise scale. We analyzed the influence of these 5 indicators on the effect OFDI reverse technology spillover, and what’s the different influence on the enterprises of different technology level. The study found that, China’s electronic information industry has remarkable OFDI reverse technology spillover effect, and the higher level of technology the companies have, the stronger OFDI reverse technology spillover effect show. What’s more, through further subdivided to the electronic information industry, we can found that compared with the more traditional electronic manufacturing industry OFDI reverse technology spillover electronic information industry quantile regression the software and information technology services industry, which has higher demand of technical level, shows better effect of OFDI reverse technology spillover. Finally, according to the research of the full text, this paper put forward the corresponding policy recommendations about the electronic information enterprises in China how to make better use of OFDI reverse technology spillover to realize technological progress.
