Along with the pace of economic globalization,developing countries are facing fierce competition and challenges,Studies have shown that developing countries can participate in international competition through channels of foreign direct investment and access to foreign advanced technology.The manufacturing industry is the basic industry of our national economy,and it is also the pillar industry in the industrial economy era.Its strength and manufacturing technology level reflects China's production level,comprehensive national strength and economic competitiveness.It has been argued that the theory of outward foreign direct investment is theoretically an effective way for developing countries to upgrade their technological level.This paper summarizes the relevant literatures on the reverse technology spillover of outward foreign direct investment.Domestic and foreign scholars mainly focus on the influence factors of outward foreign direct investment and technological reverse overflow analysis,dynamics analysis and so on.Scholars' research results is not unified.With the rapid development of China's economy,some scholars have studied China's OFDI reverse technology spillover effect based on the national level.In view of the fact that manufacturing industry is the pillar industry of national economy,this paper takes the manufacturing industry as the research field and attempts to use the way of the combination of theoretical analysis and empirical to measure the impact of outward foreign direct investment on the technological progress of China's manufacturing industry.Based on the existing research,we select the total factor productivity of manufacturing to measure the technical level of manufacturing industry.On the basis of L & P(2001)model,this paper constructs the model of the influence of outward foreign direct investment on the technical level of manufacturing industry,measures the influence of China's outward foreign direct investment on the total factor productivity of manufacturing industry by traditional measurement method,and Also consider foreign direct investment,import and export goods with the G7 country,the domestic R&D investment intensity affect total factor productivity.Based on the empirical analysis,it is concluded that foreign direct investment has no obvious effect on the technological progress of China's manufacturing industry.Domestic R & D capital stock has a significant positive effect on the technological progress of manufacturing industry.The introduction of foreign direct investment can effectively promote the technological level of Chinese manufacturing industry Ascension.Exports to the G7 countries failed to enhance the technological level of China's manufacturing industry,and imports from G7 countries hampered the progress of China's manufacturing technology.Based on the technology gap as the absorptive capacity,mainly due to the gap between China and G7 national technology,technology gap and foreign direct investment technology access effect of cross products on China's manufacturing technology has no significant role in technological progress.
