At present, rural property rights system reform is the theory and the policy-making of most concern. 2016 document stressed that with the development of new ideas to solve the "three rural" problems, puts forward to want to continue to push forward the agricultural supply side structural reform, further promote rural reform, promote the coordinated development of urban and rural areas, strengthen the rural development of endogenous power. This article attempts from the static point of view by carries on the analysis to the problems existed in China’s rural land property rights system, combined with the reform of land property rights system of correlative theories and foreign government in the aspects of land property rights system reform experience and practice, carries on the analysis to the problems existed in China’s rural land property rights system, and put forward the countermeasures and suggestions, to further promote the reform of rural land property rights system, reduce administrative costs, improve administrative efficiency.In this paper, by using of rural land property rights system theory analysis and empirical analysis combining, the combination of qualitative analysis and quantitative analysis combined with analysis of Shuyuan town, Pudong New Area, Shanghai the rural land property rights system in the existing problems, to elaborate the drawbacks of China’s current rural land property right system, and based on this, from the Pudong New Area, Shanghai City, is carrying out a series of land system raised the possibility of the further reform of the rural land property rights system in our country.This paper studies the rural land system in Shuyuan town of Pudong New Area,Shanghai: the first is the problem of rural land ownership; the second is the rural landcontract management right; the third is the problem of our country’s rural land management rights transfer;the fouth is the operation of rural land scattered. The reform of the current rural land property rights system to achieve the large-scale management of rural land, to further improve the agricultural productivity and the income of the farmers, is conducive to narrowing the gap between urban and rural.Therefore, it is imperative to reform the existing rural land property rights system. In this paper, aiming at the problem of the rural land property rights system, from Shanghai city of Pudong New Area related land system, analyzes the land property rights system reform direction: first is to clarify the subject of rural land property rights, the perfection of collective ownership; second, we must give long-term stability of farmers the right to contract, to improve farmers’ enthusiasm for investment; the third is to allow circulation of rural land, to improve the rural land transfer mechanism; fourth, we should establish a unified urban and rural land market;the fifth, to protect farmers’ land rights and interests, strengthen rural land legislation;the last is to increase the cultivation of new agricultural enterprises, promote the scale operation of rural land.
