Research On The Problems And Countermeasures Of Rural Land Transfer In China

Land is the basis of peasant livelihood in rural China.The rural land reform happened in 1978 promoted the economic development greatly.This reform relaxed rural labor and improved grain production.After that,rural China has changed much such as industrial structure,labor migration,employment structure and livelihood level.Since the late 1990s,China entered in a period of fast urbanization,which takes on lots of rural labor migrating into urban areas.In this background,amounts of rural cultivated land stays idle and are used low efficiently due to the lack of proper institutional reform.Recently,China's government adopted series of measures to promote land transfer and scaled management,but there were some problems such as the lack of clear property rights,non-agriculture after land transfer,lack of guarantee of peasants' right and imperfect of land transfer market.This paper first summarized main problems in rural land transfer,and then analyzed land transfer status and problems in Dongping county using paper analysis and field study.At the last part,we put forward solutions according to the problems of rural land transfer.
