A Study On The Adjustment Of The Opening Policy Of Tibet Along The Background Of The Strategy Of "One Way"

In the past, China’s opening-up was mainly concentrated in coastal areas, while the inland and border areas were ignored. As an important content of China’s opening-up strategy, Chinese border opening-up policies played an important role in promoting economic and social development of border areas. It improved people’s living standards and ensured the prosperity and stability of frontier area since 1992. In addition, our country also implemented the western development strategy and Actions developing the border area, making people rich to speed up the development of border areas. Since 2012, these planning schemes of Yunnan, Heilongjiang and Inner Mongolia to further expand opening-up had been approved, which had make the China’s regional opening-up layout better and improved the level of China’s opening to the outside world. In the new period, the border opening-up will become an important role to expand opening-up and promote regional coordinated development in our country.September and October, 2013, the major initiative of ”Silk Road Economic Belt” and “the 21 st Century Maritime Silk Road”(hereinafter referred to as the “One Belt And One Road”) were successfully put forward by Chinese President Xi Jinping, which was got great attention from the international community. In The Third Plenary Session of the 18 th Communist Party of China Central Committee, build a new system of opening economy, adhere to strengthen bilateral multilateral and regional sub-regional cooperation and speed up the implementation of free trade area strategy on the basis of the peripheral were proposed. As well as speed up border opening-up, accelerate interconnection construction of infrastructure with neighboring countries and regions, promote construction of the silk road economic belt and maritime silk road, form a new pattern of all-round opening-up. In a word, the strategy of “one belt and one road” will provide a rare opportunity to further promote Tibet border opening-up and development of open economy.As an important portal of southwest China, Tibet autonomous region has about 4300 kilometers long on land border with its neighbor countries, there are 4 A state land ports( Jilong、Yadong、Zhangmu 、Pulan), a B state land ports(Riwu), which is an important area to cooperate with South Asia region. Since the border opening-up policies were taken, they have greatly promoted the economic and social development of Tibet, the foreign trade, especially the border trade has become the important force to promote the growth of economy in Tibet. In the import and export amounted to $3.319 billion in 2013, is 830 times that of the $4 million in 1953, and the foreign trade dependency of Tibet reached 54.74% in 2012.In this paper, first of all, it reviews the development course of border opening-up policies in Tibet, and the comprehensive evaluation of effect of border opening-up policies in Tibet. Secondly, combined with China’s strategy of “one belt and one road” and the role of Tibet, determine the adjustment direction, path and process of border opening-up policies in Tibet through seizing the opportunity, facing the challenge, strengthening the advantage, overcoming the disadvantage. Finally, it puts forward concrete adjustment measures.
