Research On The Construction Path Of The Tibet Geelong Economic Cooperation Zone Under The “Belt And Road” Strategy

Border economic cooperation zone is an area established in China's border areas and conducive to the de velopment of border trade and export processing,and is one of the ways to realize the opening-up along the border in our country.Since 1992,16 border economic cooperation zones were successively established in China,and seen from more than 20 years of development,the construction and development of border economic cooperation zones played a key role in accelerating the opening-up along the border,promoting the development of border areas,im proving border people's living standards and strengthening border social stability.With the rapid development of national economy and a steady rise in the economic development levels of Tibet Autonomous Region,in order to further increase the intensity of openi ng-up along the border,a strong support were provided for the development of foreign trade;China's regional harmonious development and all the preferential policies provided by the central provided im portant guarantee for the development of border trade;global economic integration development and the deepening of South Asia economic and trade relations provided a good external environment for the development of frontierports;in 2013 the proposal of strategic concept-the Belt provided an important opportunity for great-leap-forward development of Tibet.In such a big background,Gyirong border economic cooperation zone was established to expand foreign trade forms,so as to speed up the economic development of border area and realize vitalize border areas and enrich the people living there,develop of border trade and export processing ability,which had im portant significance on putting national area location advantages into full play and improving the ability of self-development in national regions.In this paper,we first analyzed integrated development environment of Gyirong County where border economic cooperation zone was established,and pointed out resource conditions,economic base,policy advantage and social environment which were conductive to build Gyirong border economic cooperation zone,and concluded that building border economic cooperation zone would enhance the resources endowment of Gyirong,and speed up Gyirong's economic develo pment level,and improve the development of various social undertakings in Gyirong.Secondly by comparing changes in the development of Gyirong before and after implementing the strategy of "the Belt and Road",we highlighted external positive effects of "the Belt and Road" on the development of economy and society in Gyirong,on the basis of which,the current situation of platform construction of Gyirong border economic cooperation zones was introduced,and combined with the comprehensive environment and the development status quo of Gyirong,we pointed out that Gyirong border economic cooperation zone construction was faced with poor infrastructure,lack of industry support,unfulfillment of policy,weak talent team and so on.Finally we pointed out the guiding ideology,construction basis and principles which should be foll owed in the construction of Gyirong border economic cooperation zone,and determined development goal,functional location and space layout of Gyirong border economic cooperation zone,and concluded that the construc tion of Gyirong border economic cooperation zone should abide by the specific development path emphatically starting with strengthening infrastructure construction,optimizing industrial structure,increasing policy support,expanding talent training and emphasizing on sustainable development.
