In recent years, service industries or trade in services was valued highly by people in world trade. For the reasons, one part lied in its share was increasing in national economy, and tended to exceed manufacturing greatly, another was it had been the dominant power in improving national economic efficiency and growth of gross national output. In the future, the competition will focus from on goods trade to services trade in international market, and one country's competitiveness in services trade indicates itself foreign trade prospects. So that, the study about development of international services trade is an advanced project in the world.Because of service industries' specificity, sensitivity and disponderable market prospect, developing countries with disadvantage competition opening its service market were brought not only chances to make economy grow, but also challenges for economic safe and sunrise service industries. So as to developing countries, studying of trade in services, specially service industries' opening, were very important and urgency. But the researches of trade in services in China got behind that of goods all along with hysteretic of service industries and service trade. Till in the middle of 1990', the General Agreement on Trade in Services' signature and Chinese entry WTO changed the situation radically, and the researches of international service trade development and Chinese service industry opening to the outside world were advanced markedly. But, in practice the studying of trade in services was on threshold merely relative to international service trade development intensely, and not met requirements sufficiently. Now, it is urgent extended speedy in depth and width on study. But literatures in theory about trade in services in our country were very few recently, in particular, microcosmic analysis outcomes in theory were fewer. Even if existing, they were scattered in some books, economic magazines and conference symposiums. The first problem we met during analysis was whether had differences between services trade and goods trade in applying traditional international tradetheories or not. By studying, we found that there were important distinctions though certain similarities. These analysis methods and theory models most were employed in international goods trade researches, and used often in traditional international trade researches. It was based on qualitative analysis, combining with quantitative, and associating logical with evidence. With the beginning of micro-analysis, in virtue of mathematical functions and tables, utilizing traditional trade theories and models, and modifying them in services trade, we can acquire some new trade theories and models, then apply with those conclusions in analysis and practice. The aim of this paper is to expatiate upon liberalization effects on economy growth and national welfare, and on these basis takes into account Chinese services opening from macroscopic and systemic. This research's break through or innovations are embodied mainly at: ①to analyze theoretically services trade relative all-around and exhaustive;②from welfare and effect aspects, categorical identification in terms of services trade liberalization; ③to expatiate upon liberalization effects on country competition further more; ④to analyze in comparison services opening' s Positive-Negative effects in our country and opening modes;?to argument deeply the basic principles and policies in services opening of china. However, there are steps forward to advancement in theory combination with realism in this research , and just about that is the important thing to think for me in later studying.
