China has been cut into two security systems of the city and countryside since the foundation of the state. It is obviously unfair that the city is the focus while the peasants with more population are excluded during the construction of social security. The rural security system based on the backing of land and family seems very fragile in helping peasants to resist the risk of marketing and living.This paper explained the necessity of constructing the modern social security system in the countryside from the angle of Social Equality. At the same time, it sketched the frame of the rural social security system from the Baseline Equality, the basic level of Social Equality. The appropriate principle in social security, the low level of rural economic development and so many restriction factors in rural social security system make it impossible and unnecessary to build the high-level security mode similar to the western countries. We are emphasizing all the time that to be low-level is the direct while building rural social security, but it doesn't mean that the social security level can be getting low endless, there is a bottom line , to guarantee the right that people survive, to guarantee the Baseline Equality . With the ideal of Baseline Equality supporting, the rural social security is to build such a social safety net that not only meet the present rural economy development, but also can help peasants to run off the risk.The Welfare State mode in the west fall into the crisis of paying since the seventies of the 20th century, the reason lies in "rigidity "of the social security. Baseline Equality is the basic level of Social Equality'; it introduces the flexible adjustment mechanism into the social security system so that maintains the sustainability of social security system.
