Study On Urban And Rural Social Security Expenditure Of Local Government In China Under The Equity And Efficiency Horizon

Equality is a natural quality of the social security system.Social security system is sprung from people's aspirations for social equality,and one of its core value is to maintain social fairness.As a kind of important social and economic system,social security system has an influence on economic growth inevitably in practice,and efficiency promotion is also an important goal of social security.Equality and efficiency are the fundamental principles which running through the development of the social security system all the time.Social Security Expenditure is used by the government to meet the social security demand of the public,so the government should coordinate the relationship between equality and efficiency in practice during expenditure allocation,so as to give full play to the effect of the social security.Based on the analysis of urban and rural dual economic structure theory and the theory of fairness and efficiency,this thesis analyzed the present situation of social security expenditure in China,and summarized the value orientation of equality and efficiency in social security system.and laid a theoretical and practical foundation for the evaluation of the equality degree and efficiency level of the urban and rural social security expenditure in China.Secondly,this thesis used three equality indexes: variation coefficient,Gini coefficient and Thiel,to evaluate the equality degree of China's urban and rural social security expenditure from 2004 to 2013.Three kinds of equality index results showed that inequality of the rural and urban social security expenditure is in a downward trend year by year,but the inequality of the rural social security expenditure is a little higher than urban areas.Third,this thesis used DEA-Malmquist model to explore the efficiency level of social security expenditure in urban and rural areas,and analyzed factors which had impact on efficiency level.Efficiency of social security expenditure in rural areas is slightly higher than urban areas.Government financial autonomy,GDP per capita had opposite influence on efficiency in urban and rural areas.Finally,combining with the measure result of equality degree and efficiency level,this thesis gave an evaluation on the current relationship between equality and efficiency in in urban and rural social security social security expenditure,and puts forward proposals to improve the degree of equality and efficiency in urban and rural social security expenditure.
