The urban poverty is appear with the constant promotion of reform and opening-up and adjustment of a new round of economic structure. Concept of urban poverty alleviation is put forward with poor problem in the city of later stage of the 1990s. At present ,Our country mainly structures the system of minimum living guarantee in the city to help the urban population below the poverty line, Meanwhile, every city trys to realize reemployment through granting microcredit one after another too, and then solve the poor problem.However, few research has ever been offered by scholars of how to realize the role and meaning of microcredit in city poverty alleviation deeply , and question existing in practice, at present. This thesis attempts to take Tianjin and Jinan as the investigation object, aims to make an all-sided and systematic study on microcredit in the urban poverty alleviation of the present stage, and attempts to uncover its social and academic significance.With the concept of government's " harmonious society ", it is the government's inevitable choice to relax the social contradiction through solving the urban poverty,and reducing the gap between rich and poor. Therefore , it is important meaning to research it in practice and theory. Bibliography is employed to clear up the background and the significance of the research, with the aid of other types of research method, e.g. interview, direct observation, case study to collect datum. At the same time, Participating development theory ,social gehder theory, social fair theory, are adopted, The paper combines literature research and comparative research, trying to explore the sociology meaning of microfinance . And on this base the writer tries to make preliminary exploration on the idealistic form of microcredit.The paper is divided into five parts in all.Part one involves an overview on the research background and introduction about the research. First the writer interprets the significance and purpose of the research.Then the writer summarizes and generalizes the relevant research fruits ,and on this base illustrates in detail such concepts as" microcredit ".In order to facilitate microfinance in better understanding, writer differentiate and analyse " microcredit" and " commercial loan ".Part two describes the current situation of microcredit in the urban povertyalleviation of Tianjin , Jinan. Writer has reviewed the rise of microcredit and practice in the countryside of China at first. I think that success in countryside comes from solveing problem of poor people gettig no aid in our country regionality alleviation .Then, the writer begins to carry on describing and analyse the operation course to Tianjin and Jinan. I think , success of microcredit stems from its advanced guidelines, and specialized organization and personnel. This author draws the conclusion: lacking relevant theoretical directions and specialized executive organ and personnel, in implementing, microcredit will result in supporting the poor low efficiency.Part three is the re-recognition of the function of microcredit in urban poverty alleviation.lt is thought that microcredit has the function of narrowing the gap between rich and poor, improving the existence state of" the bottom of society " , safeguarding social justice in its normal sense ,in the urban poverty alleviation; In addition, from the point of view of social gender, laid-off female workers participate in the course of the microcredit, which is the course of empowerment too. In the course, they train the self-reliance , self-respect , self-confident , improve oneself consciousness. From the point of view of sociology , it is the innovation of an urban anti-poverty system to grant microcredit, have promoted the construction of the new-type cooperative mechanism in the city.In part four, some viewpoints on how to perfect microcredit are shown.I analyse problems that two places in person , organizational construction , composition of the group, meeting in the centre. Then , it is necessary means to structure ideal microcredit in the urban poverty alleviation, such as : pay attention to the composition of the membership group,strengthenthe organization and personnel's specialized construction,the organization's own sustainable development, and set about with a lot of respects of setting up the related policy.Part five is the epilogue, in which the writer makes a brief view of the main contents of the paper and raises some unfinished questions. The writer points out: microcredit realizes the combination of unemployed people searching for jobs individually and society helping. It requires further research about microcredit number , refund frequency, content of centre meeting, composition of the group, still await further research.
