Chinese railway has experienced a period of great progress since the foundation of People's Republic of China, contributing greatly to our national economy. Along with the establishment of Socialism Market Economy, the abuse of Chinese railway—lack of activity under such condition, appeared gradually. Railway is becoming the restriction element for the development of national economy due to the laggard management system, simplex financing channel, shortage of fund and inadequate carrying capacity.Chinese railway must advance by leaps and bounds to overcome all these obstacles. Scientific basis for the fast development of Chinese railway is built on the theories such as the socialism theory with Chinese characteristics , developing economics theory and systematization theory. It is the fact that there is great difference between domestic railway and abroad railway and the development of Chinese railway isn't adapt to the construction of national economy. As a result, there is an urgent requirement of Chinese railway development by leaps and bounds. The favorable domestic and abroad conditions make it possible for China to develop railway by leaps and bounds. The successful example which advanced by leaps and bounds at all times and in all over the world has built up a leading card for Chinese railway.For the development of Chinese railway, new thoughts are explored and a bright future is exhibited: firstly, the building of railway should be accelerated by a fast expansion of carriage capacity to adapt to the demand of national economy and society developments. Secondly, the international or domestic advanced resources should be utilized abundantly to enhance the standard of technical equipment. The chief technical equipment for Chinese railway should reach the level as high as that for the developed country.
