| Farmers have made a great contribution to China's industrialization. We can say that, it is through "the Price Scissors" and other approaches that farmers financed China's industrialization. However, for a long time, agriculture, countryside and fanners have been excluded from the industrialization. This problem also exists in Northern Jiangsu, where, as an undeveloped area, farmers lead quite hard lives. At the lower end of the social ladder, the farmers sacrificed their own benefit for the development of the industrialization. We can say that, to some extent, it is the fanners in Northern Jiangsu who financed the development of industry in the area and even in the whole Jiangsu province.This paper believes that during the new mode of industrialization in Northern Jiangsu, industry should finance the agriculture in return so as to surely increase the income of farmers. This is the requirement of the industrialization itself as well as the requirement of the fair and sustainable development, building a well off society in an all round way and "Three Represents". The financing, with towns-owned enterprises as carriers, should be market-oriented and greatly backed up by the governments. Education should also be emphasized and recognized as the foundation for the continual development.Agriculture's financing industry and industry's financing agriculture should be in the state of homeostasis. Both of them are very important. The point is to find out the period of the economy so as to make up the decision of emphasizing particularly on the development of industry or agriculture. On one hand, industry needs the financing of agriculture, especially at the beginning of industrial development. On another hand, when industry has developed to a certain degree, it must recognize the importance of agriculture and support the development of agriculture. Only in this way can we advance the sustainable development of industry and agriculture in a balanced way. |
