County Economic Core Competitiveness Study

With the development of economic globalization, competitions among regions and regional groups are becoming more and more intensive. To try for better regional economic development in international market competitions, an important strategy is to exert advantages, integrate all available resources, cultivate nuclear competition and create dominant regional economics. Regional core competence is a necessary impetus of sustainable competition advantage for regional economic development.County is the basic administrative unit in our country, which is the foundation of our national economics and is an important road to accelerate national progress. However, there are some problems as poor competition and low efficiency in economic development of counties in our country. So, construct core competence of the county is the key measure to accelerate economic development. This paper takes the town of Jintan, a relatively laggard town in developed economic regions of southern Jiangsu province, as a case to look into the core competence of county economics, expecting to provide some beneficial ideas for county economics, catching development opportunities by individual advantages and realizing sustainable social economic development.The section 1-3 emphatically discuss the meaning, characteristics and theoretical foundations of regional core competence, and probe into the influencing factors and development evaluation.The sections 4-7 are the researches on the construction and evaluation on core competence in Jintan. To start with the present state of economic development in Jintan and its existing problems, the main factors which affect the core competence have been deeply analyzed and objectively evaluated by SWOT. Moreover, we have analyzed the external driving forces of economic development in Jintan and judged its trends. According to its characteristics, some construction thoughts of core competence have been put forward as follows.1. To adjust industrial structures and emphasize regional advantages. Emphasizes agricultural dominance, and develop costume trade and salt industry in Jintan.2. To construct core competency in the first industry: characteristics drive agricultural industrialization, especially eco-agriculture and touring-agriculture development.3. To construct core competency in the second industry: set up costume brand name, integrate salt and chemical enterprises into industrial chain, develop electronic and mechanical engineering by leasing ships and stimulate architectural construction material efficiently and clearly.4. To accelerate high-grade industry clusters and grow core competency. Develop "two parks with four clusters" organizations, that is, costume Industry Park and electronic park represent homogeneous clusters, salt-chemistry Industry Park and food industry park stand for chain clusters. And expand four groups of west, east, south and central spatial patterns, forming "grouping development structures".
