Academy Of Agricultural Sciences In The Industrialization Of Agriculture Enterprise Performance Evaluation Studies

Agricultural industrialization is the great trend in economic development of agriculture in the world. China is an agriculture country and "San Nong" issue is the great problem in the national economy and the people's livelihood. Thus, for China stand or fall in development of agricultural industrialization is very important. Since reform and opening policy, China agriculture and rural economy has been rapidly developed. However, in order for further more development the traditional patterns of agricultural development must be altered. To develop agricultural industrialization management system the key is to develop the leading enterprises, which have capacity of market deploitation, furthur processing of agricultural products, providing services for farmers and leading farmer to develop agricultural economy. As the major part of agricultural industrialization, the role of enterprise in Academy of Agricultural Sciences become more and more important in agriculture and rural economy. However, due to different patterns of management, various management of object and great difference in management level, the scientific and rational evaluation index system need to be established for comprehensive evaluation of the performance of agro-enterprises and for prediction of future development of enterprises. This evaluation index system could also provide service for selection of leading enterprise and for management of agricultural industrialization.This article studied the theory development of evaluation system for the performance of enterprises. Based on the characteristics of enterprises in Academy of Agricultural Sciences, the comprehensive evaluation index system which had 3 levels, 3 aspects and 10 indices was established by selecting representative economic indices and referring to experts. The performance of investigated enterprises was evaluated using this evaluation system. First, the relative importance of 10 indices was determined by analysis of administrative levels and the grade value was determined using modern-pattern tally method, and then graded the randomly selected 5 enterprises. Based on the result of grade the enterprises could be divided into five different development patterns: high income, high potential enterprise; low income, low potential enterprise; no income, no potential enterprise; low income, high potential enterprise; high income, low potential enterprise.Various development strategies were provided according to characteristics and existing problems of each pattern. The high potential enterprises should adopt increasing development strategy. Academy of Agricultural Sciences should pay more attention to management and support for high potential enterprise and made them become leading enterprise in driving regional economic development. For low potential enterprise, stable development strategies should be adopted to gradually rum to high potential enterprise. The no potential enterprise should adopt recovery strategies to gradually adjust product structure and get rid of passive phase.The research results are of theoretical and practical value to the development of the agro-related enterprises\selection and cultivation of the pilot enterprises as well as the development of agricultural industrialization management. The indicator system used in this study can be expanded in similar regions.
