The Essessment Research On Agricultural Industrialization Project Of Agricultrural Comprehensive Development In Qingdao Hanxue

The rural and agricultural development is facing some new contradictions and problems in the course of deeper reform in rural social and economic system and development of rural market economy, for example, the scale of rural production and management is too small, it costs much more for peasants to apply new agricultural technology and advancd process equipment, and it is harder to obtain scale economy; the level of peasant production systematism is low, the market negotiation ability is weak, the rights and benefits are easy to be infringed; agricultural production is under pressure from both natural and market risk, and the ability of resisting risk is weak and so on. In order to solve the series of problem, various regions carrying on positive and beneficial exploration through practice, combing foreign agricultural development, summarize the train of thought and method that accommodate the rural reform and market economy development. A most important way of them is to develop agriculture industrialization.The industrialization project of agricultural comprehensive development is the main channel of financial support on agriculture industrialization development. The projects are taking on important history mission to optimize rural industrial structure, to improve agriculture integral benefit, to improve peasant systematism level, to impel research and development on agricultural science, and to propel development of agriculture industrialization and modernization of agriculture. Since the year that agriculture comprehensive development project started to 2007, the central and local finance have invested 37.302 billion yuan to agriculture industrialization projects.As the investment scale of agriculture industrialization enlarges, new contradictions begin to appear, as well as contradictions between the require of reasonable evaluation and the deficiency of effect evaluation system. In order to reflect the real effect in construction of industrialization objects objectively and accurately, summarize the experience and lessons of project construction, improve project decision-making and management level, and adjust and complete policies timely, it is important to carry on research on effect evaluation system of agriculture industrialization project.This paper takes Qingdao H agricultural leading enterprise as example to make empirical study, measure and analyse effect of industrialization project from multi-dimension, and put forward the countermeasures for government to improve the PM. This paper contains five parts including the introduction. Part two: industrilization project of agriculture comprehensive development and its management. This part introduces agriculture comprehensive development and the industrialization project's intention, type, and seedtime, and discusses the basic procedures, main contents, and development line of PM of industrialization projects. The third part establish evaluation model applying combination focasting theory. This part first build evaluation index system of industrialization project, and then propose the weight-combined model, at last sets up comprehensive evaluation model. The fourth part conduct empirical study on Qingdao H agriculture leading enterprise using the front model, and discusses the influencing factors of project effect. The last part is the research conclusion and policy proposals.The research conclusion of the paper is as follows: (1) The carryover effect of agriculture industrialization project is markedness, but the enterprise's follow-up develop ability is weak. (2) Social benefit indexes are the major influencing factors of project effect, second are the economic benefit indexes, and last are the scale merit indexes. (3) The enterprise achieves the scale extension and strengthen of social driving force, but the economic benefit is not raised obviously. This paper put forward these following optimization policy proposals: (1) Establish scientific and rational effect evaluation mechanism of industrialization project of agriculture comprehensive development. (2) To increase the input on agricultural industrialization and agricultural industrialization projects. (3) Guide and encourage leading enterprises to play a part in social driving practically. (4) Guede the agricultural industrialization leading enterprises to strengthen follow-up development abilities.
