Government' s economic compensating ex-service military officers who choose self-help is an important part of our army' s payment system, and also a fundamental part of China's ex-sevice policies on military officers. At present, the 10th disarmament is being carried through, but the position of ex-serice officers' choosing self isn' t considered very optimistic. There are still many problems that preventing us from setting up an efficient system to encourage most ex-sevice officers to choose self-help, in which economic compensation is a vital factor. It is of much theoretic and practical significance to study government' s economic compensating ex-service military officers who choose self-help.According to the train of thoughts of combining theoretic analysis and positive analysis, this paper investigates the problem of government's economic compensating ex-service military officers who choose self-help systemically.The paper comprises four parts. In Chapter 1 Foreword, the author introduces the backdrop, significance, status quo, main innovation and insufficiency of this research. In Chapter 2 Theoretic Analysis on Economic Compensation, with help of the modern military human capital theory, the author analyzes the essential and theoretic gist of government' s economic compensating ex-service military officers who choose self-help, clarifies the functions and principles of government' s economic compensation. With that, the author applies the game theory to the analysis between government's economic compensation and ex-service military officers' choosing the way to retire into public life. In Chapter 3 Positive Analysis on Economic Compensation, based on abroad survey into the present policy of government' s economic compensating ex-service military officers who choose self-help, the author probes the problems and their main causes of formation. In Chapter 4 Countermeasures and Suggestions on Economic Compensation, the author conceives and puts forward the approaches and countermeasures of government' s economic compensating ex-service military officers who choose self-help. |
