The benefit of human capital investment evaluation is a hot issue concerned by enterprises and institutions. The past research on the benefit of human capital investment evaluation is about general benefit of human capital investment evaluation, or about the benefit of R & D human capital investment evaluation of general enterprises and high-tech enterprises, The benefit of human capital research of high-tech enterprises focus on other industries, lacking in the benefit of R & D human capital investment evaluation about the military industry research institutes. Aiming at the shortcomings of previous studies, this paper puts forward the benefit of R&D human capital investment evaluation index of the military industry research institutes in Shanxi, and gives the evaluation on the benefit of human capital investment.In this paper, the main R&D personnel refers to the R&D personnel and technical personnel of research departments of the military industry research institutes in Shanxi. This paper takes R&D personnel and technical personnel of the military industry research institutes in Shanxi as the research background objects, Firstly, trying to grasp the benefit of R&D human capital investment status of 25 military industry research institutes in Shanxi through the literature review, data and investigation, at the same time try to solicit suggestions and opinions of institute staff, get the main factors that influence the benefit of human capital investment evaluation and try to establish the index system, and then try to further determine the index system through the design of index system and questionnaire, ultimately determine the evaluation index system of R&D human capital investment about the military industry research institutes in Shanxi; then use BP neural network to build the benefit of human capital investment evaluation model about the military industry research institutes in Shanxi; Finally, selects 3 sample data from research data samples to test, analyze and evaluate the benefit of R&D human capital investment, aimed at providing a basis for scientifically evaluating the benefit of R&D human capital investment evaluation in Shanxi military industry research institutes. The main work and results are as follows:Puting forward the benefit of human capital investment evaluation index about the military industry research institutes in Shanxi and establish the evaluation index system. First of all, read and collect the related documents, analyze and generalize the character and individuality of benefit of general human capital investment evaluation and the benefit of R&D human capital investment evaluation, attempt to put forward a grade indexes and two level index; Secondly, by visiting 25 military industry research institutes, based in the interview comments and consulting the relevant staff of the benefit of R&D human capital investment evaluation about the selection of evaluation index, then put forward on the three level indicators; Finally, according to the index,design questionnaire and conduct questionnaire investigation, analyze the questionnaire reliability, validity, determine the final index system. The final index system includes 2 primary indicators (indicators of income, the cost of investment),12 secondary indicators and 34 tertiary indicators.Building the benefit of human capital investment evaluation model about the military industry research institutes in Shanxi and give calculation method. First of all, the military industry research institutes in Shanxi build the benefit of human capital investment evaluation model using BP neural network. In the process of constructing model, the required data is obtained by questionnaire (the 25 Research Institute issued a total of 500 questionnaires, the effective questionnaire 463 copies), train the collected data of 22 military industry research institutes by BP neural network, the error is less than 0.01 between the actual output and the expected results, then study the data and simulate the model, proves the validity of the model, finally, use the collected data about 3 military industry research institutes to get on example analysis of the established model in the paper.
