With the coming of the intellective economy and our country's joining of WTO, middle and small IT enterprises in our country have faced great opportunity, as well as challenge. Middle and small IT enterprises have to innovate constantly in order to survive and develop in market economy. However, the basis of middle and small IT enterprises' innovation is to improve and perfect inspiring measures for the key (the administrators and technical leaders) employee.Firstly, this paper describes the concepts concerning middle and small IT enterprises' inspiring measures for the relative workers, introduces briefly the research situation, discusses the related inspiring theory, finds out deficiency of the present inspiring measures, provides the resolving method and brings forward the model diagram of inspiring measures for those workers. Then, the author analyzes the leading features of middle and small IT enterprises and the affecting factors of these workers' achievement, and puts forward general process and methods on the carrying out of middle and small IT enterprises' inspiring measures. Lastly, TM Communication CO.LTD is taken for example to explain the theories on the inspiring measures.
