For the state-owned Commercial Banks of China (Abbre for SCBC). It is urgent to collaborate in their hierarchies and the property reforms under the circumstances of transition, for that market malfunctions may possibly defeat the banks and cause the failure of the reforms. The hierarchical collaboration, one of the varieties grounded on the construction of mutual confidence and contributing to eliminating malfunctions, is extremely needed.As a culture, our understanding on the conception of mutual confidence should be understand on the aspect of the corporate culture, which is a corollary of the operations of market economy rather than an occasional one. The cardinal task of corporate culture, determined by its dual attributes, is in the same direction with the conclusion that "The emergence of hierarchy results from market malfunctions". In other words, the primary task of corporate culture is centered on alleviating malfunctions imposed on the SCBC. In the early stage of the property reforms, the construction of confidence culture, which focuses on mutual confidence, will make the reforms universally accepted in the SCBC, furthermore, the modern management ideas will also permeate into the SCBC serving as a common value of their staff.The expression of mutual confidence is costly. As far as the ground of the construction of confidence is concerned, the encouragement mechanisms, especially salary systems, acting as the important measures and mediums for mutual confidence, will make a breakthrough in the construction of confidence. Presently, there are three main salary systems in the SCBC: piecework salary, achievement salary and yearly salary. With the introduction of the above systems and ESOPs, the article indicates that the participation of corporate culture is rather important in the process of the property reforms, i.e., the encouragement mechanisms, no matter what kinds of salary systems, should concentrate on mutual confidence, relying on the influence of corporate culture and strengthening the expectation of the staff. Besides, a series of composing cultures around confidence that cover finance, study, institution, anti-risk and procession culture, etc., will make it universally by permeating into details of the SCBC.The thesis uses some fruits of new institutionalism economics and political economics for reference so as to make a sound basis for corporate culture of the SCBC, emphasizing on the assorting and basic role of confidence culture in the reforms. Trying to integrate theory with practice, the thesis discloses its views by associating cases analysis with theory analysis, and elaborates the dual attributes of corporate culture, also gives some operative advisements on the salary reforms and the construction of confidence culture of the SCBC.It is indeed necessary to point that many cases mentioned in the paper are stemmed from the practice of the SCBC. Certainly, absorbing the essences of western culture is important, but it is meaningless to echo the word of others. To Construct a Chinese-featured corporate culture is one of the targets and duties for the SCBC.
