Commercial banks are an important part of the financial system and its steady, healthy development plays a significant role in securing a nation's economy. Among all the factors influencing the management and development of commercial banks, property institution is one of the most basic ones. Theoretically, property institution has two forms, which are private one and national one. A lot of research has been done on the efficiency of the two kinds of property institution. For example, the major schools of economic theories such as Property Theories, Enterprise Theories and New Institution Economics have already dug into the matter. Although these groups have some different opinions, they have arrived at similar conclusions concerning the matter, which is national property is less efficient than the private counterpart.Since the adoption of the open-door policy in our country, the financial reform has been carried out step by step, from the periphery and a specific area to the center. Through twenty years of delegating powers to lower levels, concessional rate and changing operating mechanism, the reforms of our state-owned commercial banks have achieved a lot. The overall competitive power and the scale of asset have been greatly improved, but these reforms have never touched the center of the problem—the property right.With the fast development of our national economy, the scale of our state-owned commercial banks becomes larger and larger, consequently the problems resulting from the defects in property institution have burst into view.
